Abstract
The assessment of the “Oakland Project” by Jeffrey Freeman and Aaron Wildavsky marks the beginning of the inquiries of policy implementation theories of the American academic community in the 1970s. Of various theoretical frameworks, seven models are selected in this study for assessment:
1. Intergovernmental implementation model, by Donald S. Van Meter and Carl E. Van Horn, 1975;
2. Implementation game model, by Eugene Bardach, 1977;
3. Organizational model, by Richard F. Elmore, 1978;
4. Macro- and micro-implementation model, by Paul Berman, 1978;
5. Model of implementation circularity, by Martin Rein and Francine F. Rabinovitz, 1978;
6. Administrative influence model, by George C. Edwards III, 1980; and
7. Policy environmental linkage model, by Robert T. Nakamura and Frank Smallwood, 1980.
Efforts leading to integrate a policy implementation model have been confronted with many obstacles, particularly in fitting different needs in various policy environments. This study attempts to examine the developmental experiences undertaken by American scholars and problems faced by them.
