Abstract
This is an analytical study, explaining the role of policy analysis in political science and its importance to governmental decision-making functions. First of all, the author indicates that policy analysis has its theoretical basis in political science. This basis is particularly seen in the following: the general system theory, the group theory, the elite theory, the rational decision-making theory, and incrementalism. The operational models in policy analysis have also been discussed, with the purpose of examining their application to governmental decision-making. In carrying out the analysis function, the professional position of policy analysts in government is very important. The author, in describing the types and char­acters of policy analysts, strongly urges all governments to give them the highest priority.

This essay supports its theoretical formation by using the experiences of policy analysis in U.S. executive and legislative branches.

The author points out that the establishment of policy analysis would make a very real contribution to administrative efficiency in government.
