Dear President Marcos,
On behalf of the e.PHC.ph advocacy, led by Dr. Charlie M. Saquian, the “1 Peso Advocator,” we humbly submit this proposal, praying for its acceptance under the esteemed Office of the First Lady, to establish the Smart Philippine Heart Center at the PHC Clark Annex as a pilot smart hospital. This initiative aligns with the Bagong Pilipinas vision of leveraging digital transformation to deliver accessible, efficient, and innovative healthcare services to Filipinos. We further request the support of the 20th Congress of the Philippines to appropriate funds for a 2027 budget study and implementation plan, to be spearheaded by Secretary Vivencio “Vince” B. Dizon, whose expertise in transformative infrastructure projects makes him an ideal leader for this endeavor.
The Philippine Heart Center (PHC), a Level 4 government-owned specialty hospital, has been a cornerstone of cardiovascular care since 1975. On July 11, 2025, the PHC marked a significant milestone with the turnover of the Patient Appointment System (PAS) from the DOH’s Knowledge Management and Information Technology Service, enhancing patient care through digitalization. Building on this progress, the e.PHC.ph advocacy, initiated by Dr. Charlie M. Saquian on June 24, 2024, proposed transforming the PHC into a fully digitalized “Smart Hospital” to set a global standard for healthcare innovation. Despite this proposal, no formal response has been received from the DOH, prompting this renewed appeal, with a humble request for consideration under the Office of the First Lady.
The Clark Multi-Specialty Medical Center, currently under construction with support from the Clark Development Corporation and private partners, presents an ideal location for the Smart Philippine Heart Center Annex. This aligns with the DOH’s commitment to modernize healthcare facilities and President Marcos’ pledge to establish 179 specialty centers nationwide by 2028.
We propose the establishment of the Smart Philippine Heart Center at the PHC Clark Annex as a pilot smart hospital, integrating advanced digital technologies such as:
Artificial Intelligence (AI) for diagnostics and patient management.
Internet of Medical Things (IoMT) for real-time monitoring and telemedicine.
Electronic Health Records (EHR) fully integrated with the DOH’s Universal Health Care (UHC) framework.
Cybersecurity Measures compliant with the Data Privacy Act of 2012 (RA 10173) to protect patient data.
This initiative will enhance the PHC’s capacity to serve over 14,000 patients annually, including 3,300 heart surgery cases, while setting a model for smart healthcare nationwide. The Clark Annex, strategically located in the Clark Freeport Zone, will leverage existing infrastructure and partnerships to ensure scalability and sustainability.
To realize this vision, we respectfully urge the 20th Congress to allocate funds in the 2027 national budget for a comprehensive feasibility study and implementation plan for the Smart Philippine Heart Center. The study should include:
Infrastructure Development: Upgrading the Clark Annex with smart hospital technologies.
Technology Integration: Procurement of AI, IoMT, and EHR systems.
Capacity Building: Training for PHC staff on digital healthcare systems.
Public-Private Partnerships: Collaboration with entities like the Clark Development Corporation and Bloomberry Cultural Foundation.
We propose that this initiative be spearheaded by Secretary Vivencio “Vince” B. Dizon, whose extensive experience in transformative infrastructure projects positions him to lead this project effectively.
Former President and CEO, Bases Conversion and Development Authority (BCDA): Oversaw the “Build, Build, Build” program, including key projects in Clark Freeport Zone, demonstrating expertise in large-scale development.
Current Secretary, Department of Transportation (DOTr): Appointed on February 21, 2025, showcasing his continued leadership in national infrastructure.
Consultant and Chief of Staff Roles: Served as a consultant to Senate Majority Leader Alan Peter Cayetano (2013–2016) and chief of staff to Senator Edgardo Angara (2002–2004), reflecting deep policy and governance experience.
Advocate for Clark Development: Supported the transfer of government agencies to New Clark City to decongest Metro Manila and foster regional growth.
Secretary Dizon’s proven track record in managing high-impact projects makes him the ideal leader to oversee the Smart Philippine Heart Center initiative.
The Smart Philippine Heart Center aligns with the Bagong Pilipinas vision by:
Advancing Digital Transformation: Supporting the eGovPH Serbisyo Hub’s goal of making government services faster and more accessible.
Enhancing Healthcare Access: Complementing the DOH’s Universal Health Care initiatives and the Lab for All caravans led by First Lady Louise Araneta-Marcos.
Promoting Inclusive Growth: Ensuring specialized cardiovascular care reaches underserved regions through the Clark Annex.
We respectfully request:
Presidential Support and First Lady’s Endorsement: Endorse the Smart Philippine Heart Center as a flagship project under Bagong Pilipinas, with oversight from the Office of the First Lady, humbly praying for its acceptance, and coordination with the DOH and PHC.
Congressional Action: Allocate funds in the 2027 national budget for the feasibility study and pilot implementation, to be introduced as a priority measure in the 20th Congress.
Leadership Appointment: Designate Secretary Vivencio B. Dizon to lead the project, leveraging his expertise in infrastructure and development.

With the roadmap in place, we began building the Digital Capability Framework. This essential foundation includes state-of-the-art digital tools and systems designed to integrate seamlessly with existing medical practices. We focused on interoperability, data security, and user-friendly interfaces to ensure a smooth transition to digital operations.
Implementation is where our vision starts to take shape. Through rigorous testing, training, and collaboration, we began rolling out the digital systems across the Philippine Heart Center. Our staff underwent comprehensive training to adeptly navigate the new digital landscape, ensuring they are fully equipped to provide exceptional care in a digital environment.
The journey doesn’t end with initial implementation.
