Unless you have a rooted phone I don't think you can enable and disable data programmatically because in order to do so we have to include MODIFY_PHONE_STATE permission which is only given to system or signature apps.

My 8640p was upgraded to Windows 10 Pro 64 bit before I bought it. The only drivers I can find for setting up the mobile data are for Windows 7 or 8. I would like to keep Windows 10 if possible and not have to reformat to install Windows 7 again.

The SDK is just an interface to send data to Adobe Analytics.. they aren't separate metrics inside Adobe's database.... once collected, those metrics would be available in the data feeds regardless of what SDK was used...
