The Kosovo Agency of Statistics (KAS) and the Ministry of Education, Science, Technology and Innovation (MESTI) released the Education Statistics for the 2024/2025 academic year, revealing a slight decline in the overall number of higher education students. The total enrollment for 2024/2025 stood at 64,817 students, down from 70,357 the previous year. Of the current student body, 56.5% (36,609 students) are enrolled in public universities, while 43.5% (28,208 students) attend private colleges. This small drop in total enrollment - with both public and private institutions seeing fewer students compared to 2023/2024 - signals a potential challenge for the higher education sector that the government is now attempting to address through targeted financial incentives.
In a recent meeting held on October 7, 2025, the acting Government of the Republic of Kosovo approved two measures aimed at providing direct financial relief and support to students. First, the government approved adding the Student Mobility Scholarship measure to the Economic Revival Package. This EUR 20 million initiative will provide scholarships to students whose income falls below the national average, with the scholarship value calculated based on the distance between the student's residence and their university. Furthermore, the government approved a one-time financial support payment of EUR 100 for all eligible students. With a total cost of EUR 6 million, this measure is designed to ease the financial burden on students and their families as they manage the initial costs associated with the start of the new academic year.
