Military Anthem
To create a Remnant Civilization. Remnants are the most powerful in all the realm, solitary and large enough to where their infrastructure is immense enough to sustain a monumental army; taking actions against such a power no matter your capability is unwise. There presence in the world is one of administration; seldom declaring war for ideological gain. Alliances will almost never happen, on a larger scale, but some empires can overtime gain the trust of these mysterious people

Section I - The Creation
It is morning, no more than 8 or 9 o'clock with only a scrabble of cloud in the sky. The air, fresh and sweet with a trickle of cold from the icy sea below. Today is Sunday, the Holy Day the day of Peace, the Day of Absence. The Year, 1.b.e, It is the first age. Not all days are like this one, but today is. Today being sunday means it is the holy day, but enough of that. This day writes itself rather than I write these words. You must be wondering who am I, what's the deal with Sunday and what is the First Age? My name is Rasmir Burbal, I am the scribe for his excellency Eryndil Birdhen of the Munem Dynasty. I am writing this chronicle from the past, present and future, I overlook all walks of life. But to know what is going on we must venture into the past…
The First Age most simply is the First Age, the world starts here, life starts here and the stories of old start here too. In the beginning surprisingly, there was many. All the beings formed together ventured off alone. This text, this chronicle of our people highlight the Northern Lands and their coming into the many worlds. Not to spoil, but you may have been wondering to whom this story belongs. Officially it belongs to me as the writer but it is embodied by another force. Not an empire, a belief nor a currency but by a man and his people. Novgorod, is that all holy being, Novgorod. In the first age speaking of Novgorod in Ceqing or Farnast would get you awkward stares and even the stick em’ up. Novgorod was no more than a hamlet, a population of roughly fifty I believe but that does not matter considering the value of the name. Upon the creation of the world each people were created by a different god to which the god gave them a symbol of their glory. Novgorod and her people received no prayer nor no sign of glory. You may be asking where was Novgorod and what was Novgorod, to which I would ask the same. Novgorod was cast away, forgotten, exiled by the people of the world into the uncharted lands, the tundra, the north. Here Novgorod found hate and despair from the other beings but the respect and aid of another. These were the dwarves of luin, the protectors of the seven stars. These beings too were exiled but by the gods, for being different and too independent, wanting no religious quarl. The Novgorodians learned to live off the land, being able to bring life to such an inhospitable terrain, where as the dwarves masters of artisanry and engineering created great weapons to defend their united mountain homes. Through some 100 years of development, the dwarves became numerous into five houses across the mountain lands of the North. Their ally the Novgorodians, built a “City of wonders” surrounding Mt. Rostov upon which the palace gleamed. That word, Ally will appear many a time within this text and I must make clear to you its meaning. The Dwarves felt sympathy for the Novgorodians, being outcasts and decided to take them in. Quickly however, this decision led to the Novgorodians becoming dominant and with the death of the Dwarven Lord, the Novgorodian ascension. You would think the Dwarves would rally in unrest but they did not, they embraced the change. An Alliance refers to the efforts of two or more countries to work collectively towards a common goal. The Novgorodian belief is that all agreements are made separately, for the best possible outcome and control. This was why in the Third age Novgorod had three Clients with no Trade and closed borders! Anyway, after the ascension Novgorod started to climb as a regional power. The first word of the nation's history books was about to be written, Edgorov.
Section II - The First King & Golden Age
Thrunn Edgorov was not a man. He was not a dwarf, nor was he an elf. He embodied all three of these personas, the essence of a true Novgorodian. Edgorov was a tall Man [referred to as a man because of his appearance] but had great cunning and zeal. It was said he once suspended his dragon [ralph] from the very hairs of his beard. Propaganda aided, Edgorov had a charm, a trait about him that made him how should I say, unique? Yes, that is fitting, Unique. His uniqueness was measured by the sheer sum of prodigious wealth he brought upon his people, the Rostovians. But wait a second here ol'e chap who are these Rostovians? Rostov if you remember was the name of the sacred Mountain upon which Novgorod Stood [using sat here would be a sign of weakness] with which, the name later became that of an even larger Mountain to the East, the home of the Blacklocks [Dwarvish Clan]. By the time of Egorov's ascension to power, Novgorod had been neglected into a small fort as, they resided in the dwarven lands. This new found land had its inhabitants residing in the City of Willowdale, where great crossbows and other machines of war were made.
Section V - The Second Great Northern War
It seems to have been almost millenia, hasn't it? Since a last great battle of our time. With the return of Edgrov marks always the return of a power to combat his power, leading to an increase of power.
Canon
The First Age; Thrunn Edgorov was born in the city of Nelvana, marking the beginning of the first age. This hamlet was subsequent to the city of Sarnand, a provincial capital of the Rovbrine Dynasty. Various small kingdoms dotted the world, multiple regents covering various continents; while Rovbrine was the largest; and the most fragmented. Edgorov grew up being, different. He was strong, cunning and extremely zealous. As he aged into his mid twenties, his physical differences also became apparent. Ears at a point, tall, a profound beard and a loud stern voice. His mother and father are unknown; tales say that the people of this hamlet only began to take notice of him when he reached this state. Joining the town militia, he aided in bolstering the towns flourishment into becoming a village. Though still on the frontier seldom influence could be felt by the cities growth, it did not even host a lord. After repelling a daring attack by local brigands; Edgorov was elected to become the lord commander of the village, erecting walls and subsequently moving the militia to the castle of the late brigand clan.
After roughly 15 years of peace and prosperity; an envoy from the Rovbrine King arrived, claiming that Nelvana be turned over to Lord Harlous, of the kings house. The village was enraged by these claims; forcing Edgorov turn his hand at the envoy. Disgusted, the envoy returned 5 days later with a force of over 600 men. The siege of Nelvana, lasted 19 days. At which, Edgorov sallied forth with 150 men, destroying the entirety of the Imperial army. Aroused with triumph the village was ecstatic, and word of Edgorovs might spread fast. It was around this time that Edgorov took hand in marriage.
FA 40
The Rovbrine were no the only ones to take notice of Edgorovs actions; the dwarves of ceqing, farther north of Nelvana sent 200 men to reinforce the new Lord. Edgorov, seeing the influential power at his hands began the greatest quest of all, to unite the races of dwarves men and elves.
Roughly 3 months later, Edgorov had with the lives of his own men defend the dwarven stronghold at ceqing 11 times, within the eighth battle; claiming the head of the brigand warlord Manek. With the death of Ori I, lord of Ceqing the dwarves were leaderless. A bold and warbound race they turned to Edgorov, the Lord of Nelvana, to become their king. It was Dimitry Volokov, an officer in the first Legion (of Ceqing) that walked up the mountain steps to Edgorovs Camp, atop a nearby peak to Ceqing. As Dimitry climed over the crest of the hill, what he saw was breathtaking. Edgorov stood in the wind, alone atop a massive stone, hands behind his back peering over the valley. Dimitry approached, “Hail Lor-” he was interrupted by Edgorov “Dimitry Volokov of Ceqing; I am aware of your peoples decision; and I accept, but (as he turned around) a lord is a guide, a protector, a defender of his people and his ideology. I will lead the dwarves, not as your lord, but as your brother.”
FA 43
The Rovbrine Dynasty fragmented from the loss of multiple frontier cities, capitulated to the subsequent invasion of Edgorov and his Dwarven king. Caliming all land north of the great sea, Edgorov secured a land so vast, not even the Rovbrine were able to control it all. Nelvana was renamed Rostov, the center of the golden ring (a group of 4 cities surrounding the capital (Rostov). Founding the Savbrine Dynasty, Edgorov was pronounced King.
*Novgorodians as a race were awakened at the time of Edgorov. It is unknown how exactly they came to be, but their intent was clear, Novgorodians were an embodiment of everything good, with every race of the world. The cunning and agility of the elves, the strength and craftsmanship of the dwarves, and the zeal of men. Their physical appearance demanded authority in itself. Though a small race within a larger enclave they were easily recognized. Green eyes, dark hair, an extra set of eyebrow ridges and pointed ears (as of an elves). Taller than the average man, they stood as high as elves, sometimes being slightly taller.
Novgorodians above anything else were very intelligent, and they realised that such intellect cannot be used to overpower another power, but build up one's own impenetrable defense. Novgorodians tend to deem one city as the capital, a spend tremendous effort building it into an impenetrable citadel. After which (as more resources are needed) they spread out to hamlets, villages and even towns, moving the populace (with permission, and if none is granted they offer protection) to the designated provincial capital, from the point the process starts again. Building up a major city and then, utilizing hamlet's to profit such growth allows a slower, but a much more steady and powerful expansion. Solidarity, Novgorodians seldom let others into their cities, the reason why embassies are located in the federal capital, close to, but safely away from the capital. Far into the North, Novgorodians have adapted to thrive in the tundra and mountains. Mining supplements the construction of vast stone cities. Agriculture usually thrives in the capital, to feed such a large population and army, while similar production is maintained by provincial hamlets. Secrecy prompts all, contained, emotions are hidden as to show authority, while one only shows emotions to peers and close allies. In the past (SA, TA up to 2700) Novgorodians utilized strong federations to build up their influence and relations, eventually integrating members into a vast intercontinental Empire. Around the time of Edgorov III however, the promotion of solidarity was paramount to the Novgorodian success.
FA 243
It has been 200 years since the founding of the Savbrine Dynasty, under the double headed eagle Edgorov has claimed all land once owned by the Rovbrine Clans. Bolstering the size of his house Edgorov has been able to Marry into other empires, cementing a powerful alliance.
With the Dynasty holding control on almost a continental scale, dissent was starting to brew in the Eastern Provinces.
FA 250
After 700 years of dormancy the blood knights surface in their capital of Rostov.
After 5 years of contact, Edgorov begins to integrate this warrior culture into the Savbrine dynasty. This causes the kingdom to grow; exponentially.
FA 300
Little is known of the exact methods used in the Blood Knight Ascension; but all that is known - Edgorov became Lord of the Elemental Council, in the high city of Rostov, to which the capital moved with him.
Fostering peace among the clans of the knights, the Dynasty was divided in 4; the Red, White, Blue and Green knights. Showered in wealth and power the white and red knights dominated the council, rendering the blue and green clans virtually insignificant. As time went on, the era of peace came to an end; as other powers too we’re gaining power.
FA 500
Another 200 years of peace ended with the price of blood. An attack by the white knights on the green knights castle of Ravan caused the council to be dissolved immediately. All four clans fought against each other for 5 years until the Tri-Pact Accord was signed.
At the battle of Rostov; the white knights with an army of 10,000 sieged the red knights of 700. In a decisive defense, the red knights; to numbers of 300 had reduced the white knights to a little over 3000. Charging forth, Edgorov saw the destruction of his people flash before his eyes; acting not out of heroism, but out of instinct - he raised his staff, shouting “Imparu Destrutame!” The siege of magic stripped the life from over 8000 men, (white, blue and green) that were charging towards Edgorov. Romulus and Remus, his two sons witnessed the greatest sacrifice. (MORE DETAIL SEPARATE)
FA 506
Edgorov is buried in a mountain tomb, somewhere far far north east of Rostov. The 4 clans divide, the red knights going north, the green east, the white west, and the blue - some traveled south, but the others, in secrecy followed the red knight north; in hopes of unifying with their ranks.
* * *
FA 990
It has been roughly 400 years since the fall of Edgorov.
The very word Novgorod has no weight with anyone, its mention brings blank stares. Remus had died along with his brother Romulus around FA 613; leaving behind numerous sons, of which would start legend.
Novgorod is a Marshalist Theocracy. At the top is the Praetor, holding supreme temporal control over the high council. Below him are three consuls, that head the provincial senate; a ever changing body that hosts 3 representatives from every province within the Empire. A senator represents his district with his governor, and the mayor of the provincial capital at his sides. All three consuls have seats on the High Council, which conveens at the discretion of the Praetor. Furthermore it consists of, the Lord Commander, the Prime Minister, the Pontiff of the Cross and various other lords. The High Council is strictly Novgorodian, whilst the Senate can be diverse, dependent on the population of the respected province. The High Council and Provincial Senate are located within the capital, no federal capital shall exist unless a conclave with more than 11 powers exists. Embassies typically are hosted in the next largest city, away from the capital. Legislation for the Empire is produced by the High Council, signed by all members in order to be produced. Copies are kept in every provincial capital. Courts are also present in the capital, as well as within every provincial capital, a topic to be covered later; the Grand Jurist as well, sits on the High Council. The State religion (Fili Autem Crucis) plays major role in political action. With the Pontiff Maximus sitting on the high council, bulls or spiritual dogma is published within the high council to be enforced by the clergy.
The city of Novgorod itself, does not hold any hamlets or towns under it since, it is the imperial capital, therefore it is not within any province. A province denominates an area within the sphere of influence of the Provincial capital. The P. Capital is the most populated, developed and defended area of the province. Under it, lay towns, villages and hamlets that contribute to the commanded economy of the province. A senator represents each province, whose office is in the provincial capital; under them is the governor and the mayors. A mayor administers each level of development from hamlet to capital; they are typically a member of the clergy and ensure that unity is unbound at all levels. The governor acts as the military and civil administrator for the province. With direct ties to the military, as with the senator, governors are responsible at the utmost; for the defense and security of their people. Senators and governors are often generals or commanders at the least, that in times of strife, lead the legion posted to their province. Main storage of commodities is within the provincial capital. This is meant to offer a last line for the defense of the province if an invasion were to occur. Scorched Earth comes into play. The Provincial capital holds seats for the senator, governor and mayor (of the capital) from each province. In the senate, laws are passed on the civil administration and economic sides of things; the High Council handles diplomacy, the military and the administration of the Tal Shiar.
The Tal Shiar, acts as a separate council within the High Council. Their chairman sits upon the high council as well. They are tasked with providing the elite forces of the Empire, the Rihannsu. Intelligence and security of the government and church are paramount. This group of agents is heavily respected and feared across the realm.
The military, operating at the hand of the lord commander, within the high council is responsible for the defense of and the patronage of; the cross. At the highest is the Praetor; heading the High Council with overall command of the military. He delegates the intended commands to the lord commander who, carries out the wishes of his lord. As previously stated - Governors act as the militant command for their province; serving as generals and commanders they lead regiments and battalions within the legions of the senators and the Praetor. It is indispensable that all civil districts host a defense at all times. With the exception of some hamlets, all villages and above are to be walled, gated, and host to a barracks. This requirement of security, tied into the resources needed to muster it once again enables the slow, but profound expansion of the Empire. Full on offensive assaults are unwished, but necessary if called upon. Units and unit types are dependent on the soldiers point of origin, meaning specific infantry, bowman, calvary originates from culturally significant places. In times of war, all expansion is typically halted; favoring the allocation of resources to the cause at hand.
The Tal Shiar, are present throughout everyday society; everywhere always watching. Operative posts such as Base 9, administer the surveillance of other foreign powers. One such objective includes the allocation of resources by the High Council to construct forts, in a strategic proximity to our allies. The Tal Shiar is run by a council, hosting 10 chairs, with the Chairman taking the final seat. The Chairman also sits on the high council, under the title of Minister of Foreign affairs.
