David P. Welsh
David P. Welsh was born in Brookline, Massachusetts, on December 17, 1939. His extensive military career began on January 14, 1957, when he enlisted in the Army Reserve as a Private E-1. After completing basic and advanced infantry training, he re-enlisted in the Regular Army on September 11, 1958. Following training at the Army Security Agency (ASA) School and Center, Fort Devens, MA, he served at ASA sites in Germany. He returned to the Army Reserve on July 25, 1961.
In 1964, Welsh became a dual-status Army Reserve Technician (ART) as a Personnel Sergeant. He was appointed Warrant Officer 1 (WO1) on April 23, 1965. He reentered active duty in June 1983 as a Chief Warrant Officer 4 (CW4) in the Active Guard-Reserve (AGR) program. He achieved the rank of Master Warrant Officer (MW4) on March 7, 1991, and was promoted to Chief Warrant Officer 5 (CW5) on November 18, 1992. He served on active duty in AGR assignments until his retirement on October 1, 1998, accumulating 41 years, 8 months, and 17 days of service, including 21 years, 8 months, and 11 days in the Army Reserve and 20 years and 6 days on active duty.

Mr. Welsh completed Warrant Officer Senior Course in February 1981 and Master Warrant Officer Training Course in March 1991.

Mr. Welsh graduated from Lowell High School, MA in 1957 and received his certificate from Lowell Technical Institute, MA in 1958. In 1973 Dave graduated with a Certificate in Firefighting Technology from Hartford State Technical Collage, CT in 1973.
Mr. Welsh also wrote several publications for the Warrant officer corps including the “Initiative on Warrant Officer Candidate Appointments (March 1991 - October 1992)” and “WARRANT: The Legacy of Leadership (Published December 2006)”
Professional and Community Involvement: Mr. Welsh has been extensively involved in numerous professional military associations and community service organizations, including the U.S. Army Warrant Officers Association, Reserve Officers Association, American Legion, and Civil Air Patrol. He has held leadership positions in many of these organizations. Until his death on 20 October 2018.
