There are 5 main ways that you can get this goal. To craft a shield you need 1 iron ingot and 6 planks of any kind (can be Nether wood).

Piglin Brutes exclusively spawn in bastions, and Draftout guarantees a bastion near 0,0 in the Nether. Brutes are always hostile to the player, so all you have to do is hold up your shield and wait for it to be disabled, then handle the brute or run away. Piglins can be found in bastions (as above), in Crimson Forest biomes with 33.3% spawn weight, and in Nether Wastes with 8.93% spawn weight. Setting your render distance to 2 can help spawn piglins in these biomes. If you punch a sword piglin while it's observing a gold axe, it will instantly equip it and attack you, disabling your shield. You can kill the piglin afterwards if you want the axe back.
Crossbow and spear piglins prefer their current weapons, so they'll pick up the axe and put it in their inventory but will not equip it. You can punch them before throwing the axe so they ignore gold items, or you can punch them while they're holding the axe to make them drop it, or you can kill them after they put the axe in their inventory to get it back.
Vindicators can be found in Woodland Mansions or during Raids, which are triggered by entering a village with the Bad Omen status effect. Vindicators are not guaranteed until wave 2 of the raid, but if you start the raid on Normal or Hard difficulty there is a chance they will spawn on wave 1. A vindicator's attacks will disable your shield. You can ring a bell to give nearby raiders the Glowing effect and use the outline to determine where the vindicators are (if there are any).
Wardens might be less feasible than the others on this list so far, but their melee attack (not the sonic boom attack) will disable shields. There are some obvious drawbacks to this method compared to the others, but some boards might reward it (e.g. kill warden and no easy nether enter).
Zombies that spawn during Hard difficulty have a 7% (1 in 14) chance to possess the ability to pick up and equip items, whether or not they already spawned with gear. If their hand is empty they'll accept any item, otherwise they'll only accept weapons that deal more damage than their current item. You can test if a zombie can pick up items by having it walk over a junk item first. The 7% chance increases with local difficulty, but this is not relevant in draftout because the number of days will be below 3 and the time spent in 1 chunk will be very low. This all applies to Zombies, Drowneds, Husks, Zombie Villagers, Zombified Piglins, and their baby variants.
A Villager converted into a Zombie Villager will always be able to pick up items.
The other way to force this is to run in a straight line on 2 RD and Hard difficulty to spawn many zombies, then toss the crowd some junk and see if a zombie picks something up. If it does, you can set the difficulty back to Easy, toss that zombie an axe, and have it disable your shield, then either kill it to get your axe back or leave and craft a new axe. You can also spam punch trapped zombies to summon reinforcements (0-10% chance per hit, or 50-85% if it's a leader zombie, which is 5% of zombies). These methods are very risky because they require you to deal with skeletons, creepers, spiders, and baby zombies on Hard difficulty.
