All 6 tools and weapons share the same durability per material, most pertinently Golden (32 durability) and Wooden (59 durability). Flint and steel and fishing rods both have 64 durability. Mechanics usually determine this goal.

Generally, the two best options are Shovels and Hoes, because of their ability to lose 1 durability by right clicking dirt with no cooldown. Shovels are 1 plank cheaper but farmland from Hoes can be stamped on or dry out back to dirt. Both only require mining 2 logs.
Insta-breaking long and short grass, as well as bushes, ferns, leaf litter, wildflowers, flowers etc. does not use any durability but they can get in your way.
Hitting a mob uses 2 durability rather than the 1 you get from paths or breaking blocks. Crafting a Hoe means you can spam click a sheep, pig or cow without killing it and also switch to right clicking dirt if the animal runs away. This is however limited by iframes to 2 durability every 0.5 seconds.
If you are in a desert, a Shovel can break without killing a camel, and can switch to mining sand if needed (thinking desert and ship or azalea tree or smth).
With a Hoe, you can right click coarse dirt twice, once to turn the block into dirt and once again to turn it into farmland. If you have coarse dirt hoe is better than shovel.
Shovels are best for snow covered dirt. Hold both mouse buttons and you will mine the snow (0.1s) and path the dirt underneath instantly, using 2 durability.
Jungles are problematic because of leaf blocks, vines and a general lack of access to dirt. If you have enough bamboo you should craft a Wooden Sword, since insta-breaking bamboo with a sword counts as 2 durability. Try to break high bamboo first before bringing your sword down if running out of bamboo is a possibility, otherwise breaking more bamboo is good for giving you more wood.
Hoes are better than Shovels in jungles because of their ability to break leaves (1 durability in 0.15 seconds for wooden hoe) and reuse dirt.
You might end up with a fishing rod before other tools if you have an ocean ruin (small ruin chests have a higher chance) or something like DT and desert village. Fishing rods can break super fast by spamming right click to yank a mob (5 durability) or an item (3 durability). (NB was working on a setup to yank an item consistently since the hitbox is smaller.)
Pillager outpost chests are guaranteed to have at least 2 dark oak logs, so if the outpost is your source of wood you can avoid getting reset by pillagers (also if you can drop down on top of the outpost, it beats mining 2 logs). If you have a tent outside the outpost, breaking 1 log and using the crafting table is probably best. (Also only 1 log for Igloos and Swamp Hut crafting tables.)
Taiga village (generic house) chests have a 65.6% chance to have at least 1-5 spruce logs. These are the houses that can have this chest:
RPs give a lot of options if you have one at spawn. There is a 70.08% chance of getting at least 1 enchanted gold tool in the chest, which can be a sword, axe, shovel, pickaxe or hoe. There is also a 46.4% chance you get fns, meaning the chance you get at least one tool is 82.55%.
Flint and steel can be drained by lighting fire on 64 blocks if you have enough space, or if you are restricted you can do it by right clicking to light a block then instantly left clicking to extinguish it, and repeating. It does have more durability at 64.
Golden axe can overlap break tool with trees. You can strip and then mine 16 logs to break the axe (your opponent might have ignored the rp but you shouldn’t be punished even if they break first since you have more wood). If you’re going purely for speed you could just strip logs but you end up with no wood.
If you have a jungle/swamp as well, gold axe can instabreak vines to drain durability. Like bamboo, try to break bottom vines first if they're hanging.
Golden pickaxes can break extremely quickly by insta mining the netherrack around the RP. If there isn’t quite 32, you can switch to whacking a mob or mining stone.
Golden shovels can be useful if you get an RP in a desert for sand, but unless you have efficiency 2+ you will not insta-break (so whacking a camel might be better — the shovel will break before the camel dies). With an efficiency 2 golden shovel you can instabreak dirt but not grass, anything above 2 instabreaks grass.
