SYard Sale Information

 Colonial Heights City Ordinance 187-19 states that a license for yard or garage sales is required. The license is available at the Commissioner of the Revenue's Office, 201 James Avenue, City Hall during regular business hours (8:30 am to 5:00 pm, Monday through Friday). The cost for the license is $5.00. Contact the Commissioner of the Revenue's Office at (804) 520-9280 for more information. No sales are allowed on Sunday. The Yard Sale license includes a Temporary sign permit. Please note the temporary yard sale sign restrictions below.


The list of licensed yard sales will be posted on the City website not later than Friday at 4:00 pm. In order to be included in the on-line list, the host must obtain a yard sale license no later than 3:00 pm on the Friday prior to the yard sale.

 - If you choose a template or start with a blank sign, you can use the online design tool. This online editor uses point and click technology and has a simple interface that makes all of the design options crystal clear. Just click on an option or element within the design to add, edit or remove it.

 - Once you're done designing, save the template so it's available for future orders.

Please be aware that no sign is permitted within the street right-of-way, unless approved by the Township or the Pennsylvania Department of Transportation. Signs located within the street right-of-way may be removed by the Township.

No signs shall be painted, pasted, nailed, stapled, taped or otherwise attached to utility poles, trees, fences, fire hydrants, speed limit sign posts, signal control boxes, Township owned utilities, or in an unauthorized manner to walls or other signs, except insofar as such signs comply with generally applicable rules, regulations, or policies formally adopted by the governing body.

These signs, defined as Issue Signs, are signs that direct attention to an opinion of a public or private nature, such as, but not limited to, a community, social, religious, political, or ballot issue. They do not require a permit.

In an institutional, business or industrial zoning district, signs are permitted with a maximum square footage of 32 feet. This sign shall be placed no less than ten feet from the street right-of-way and may not be higher than ten (10) feet.

One such sign may be placed per street frontage. In other words, one sign per property, unless that property is a corner property. A second sign may be placed facing the second street frontage when the property is a corner property.

A garage/yard sale permit is required for all residential garage/yard sales on premises zoned or used for residential purposes within San Antonio city limits. Hours for the yard sale are 9:00am to 6:00pm and may not exceed two consecutive days. Estate Sales would follow these guidelines also.

You may have up to four (4) garage/yard sales per calendar year, on each property, not to exceed one (1) garage sale per quarter. **(Once between Jan-Mar, once between Apr-Jun, once between Jul-Sep, once between Oct-Dec).

Should inclement weather hinder the operation of the garage/yard sale during the time authorized by the permit, you may be issued a replacement permit allowing the completion of the authorized time under the following conditions:

Non Profit Registration can be obtained in person only at 1901 S. Alamo. You may register any church, charitable, or non-profit organization in order to hold a maximum of twelve (12) garage/yard sales per year (one garage sale per month). Registered organizations must still purchase a garage/yard sale permit for each event for a fee of $16. The sale must be on church or organization property and proceeds must be for the organization.

One sign advertising such sales may be placed on the property of the residence of the person conducting the sale, and two off-site directional signs may be permitted, but only during the hours the sale is actively being conducted.

All signs must be removed at the close of the sale's activities or by the end of daylight, whichever occurs first, each day of the sale. No freestanding signs may be placed in the public right-of-way.

Whether you are installing a new sign or modifying an existing sign all permanent signs require a sign permit. Please fill out a sign permit application, provide a site plan and photos/ sketches of the proposed signs and the $ 25 review fee to the Inspections Department for review. All monument signs and free-standing signs 20 feet or more in height require engineering and foundation plans as well. Upon approval, a permit will be issued upon payment of the permit fee, which follows the building permit schedule. (Signs valued at less than $ 1000 will be charged a $ 15 permit fee.) Please allow one week for application review.

Foundation inspections are required for all signs taller than 20 feet in height and for ALL monument signs. Please call prior to constructing a permanent sign to schedule a foundation inspection.Once the sign has been installed, a final inspection will be performed by the building inspectors and the applicant will receive a certificate of completion when all is done.

Temporary signs in all residential zones are limited to 5 signs not exceeding a total of 20 square feet and must be at least 10 feet from the roadway and out of the sight distance triangle.

Temporary signs in all other zones are limited to 2 (LB/OMP/ CBD)or 5 (IB/ LI/HI) signs with a total area not exceeding 32 square feet and must also be placed at least 10 feet from the roadway and out of the sight distance triangle. Signs shall be free-standing, staked to the ground and must be less than 6 feet tall except for feather flag signs, which must not exceed 10 feet in height. Feather flag signs are allowed ONLY in IB, PCD, LI, HI and ALI zones. Please see additional feather flag guidance here.

Temporary signs are limited to 60 days per calendar year.


Temporary signs placed in violation of the ordinance may be removed and disposed of without notice.

A limited number of signs may be placed in the right-of-way (< 10 feet from the roadway) if they are individually permitted and approved by the Police Department and display a temporary use sticker purchased from the Tax Office. Please see Right-of-Way Sign Application for further details.

Everyone understands how easily items no longer needed or wanted can accumulate. Once, twice, or maybe three times per year, household goods are displayed in driveways in hopes of selling unwanted items. The Code Compliance Department has provided these points for Garland residents to remember when holding garage sales:

Garage Sales are permitted for a sale period not to exceed more than three consecutive days, excluding holidays, and not more than three garage sales shall be permitted for the same location in any calendar year.


Before you host your next garage sale, make sure you understand the City of Cleburne&apos;s rules and regulations for a safe event. The city&apos;s garage sale regulations protect the health and safety of our community and neighborhoods.

Why was it proposed? The ordinance was proposed by staff after many complaints were received about single family residences that were having excessive numbers of garage sales, essentially constituting business operations that were disruptive to the single-family neighborhood.

How to comply: Homeowners who wish to hold a garage/yard sale can complete and submit the free permit online or apply over the counter. Permits can be issued Monday-Friday with a quick turnaround time of 24 hours for approval. Garage sales cannot be held for more than two consecutive days and can only be operated between the hours of 8 am-5 pm, no more than four times during a year.

What about signage? One sign is permitted on the premises to direct the public to the garage sale. The sign shall be removed within 24 hours after the scheduled sale ends and placed no more than 24 hours prior.

When is the latest I can submit a permit before the weekend? In order for garage sale permits to be approved in time, homeowners should complete the application before Friday at 4pm.

You may experience long wait times, however you may call the License Division at (405) 297-2606 for a "paperless permit."
