I had the same problem as you have, and i solved it by booting into safemode (open up run by pressing windowkey+r and type msconfig then go to boot tab and choose safe boot by clicking the check box then press ok to exit and then restart your pc to boot into safe mode) and run ultraiso to write my disk image to usb.

Ps. I think its virus, defective driver or other software confliction that caused this issue, safe mode is simply windows itself lots of other drivers, some viruses and softwares are disabled hence ultraiso will function independently (kind of) ;)

However, when I start the VM, all it does is try to network boot. I've gone into the VM's BIOS to change the boot order, etc., but it never works.

I've just reinstalled Daemon Tools, setup the virtual drive and mounted the ISO. Went into VMW Workstation, opened the settings for my VM and changed the CD-ROM to the virtual drive I created with Daemon Tools. Then I set it to connect at power on. Then I pressed the play button.
