The way we use a driver licence has changed from when they were first introduced in 1910. Not only is it an official document which allows you to drive, it is now widely accepted as a form of identification at places such as your bank, pubs and clubs, pharmacies and car rental agencies.

The Digital Licence app is not connected to the renewal of your driver licence. If your driver licence is due for renewal, follow the process for renewing your licence. If eligible, you can get the Digital Licence app at any time, before or after your licence renewal.

Legislation was passed in 2020 about digital authorities, like the digital licence, and the concepts of digital evidence of age and digital evidence of identity. This means that under Queensland law, a digital licence can be used legally in place of a physical licence.

ISO18013-5 is an international standard for how driver licences are implemented on mobile devices. It contains requirements for how you use the digital licence and share your information, as well as security and privacy requirements for storage of information on your device.

We are developing the Digital Licence to comply with this ISO standard. This means your driver licence is safer and more secure. You will also be able to use your Queensland Digital Licence in any jurisdiction which also complies with the standard, in Australia or overseas.

We know that digital licences are not accepted everywhere. If you are travelling, within Australia or overseas, please check with local authorities to see if digital licences are accepted. If there is any doubt, we recommend you carry your physical licence as a backup.

The Digital Licence app was first trialled in the Fraser Coast in 2020, with a small number of users andlocal businesses helping to prove the value and convenience of a digital licence. The trial was expandedto anyone living in Townsville and the Fraser Coast in 2023. The trials are now complete, and the officialDigital Licence app is available to all eligible Queenslanders. Because the Digital Licence is legallyequivalent to the physical licence under Queensland law, there may be times when a Justice of the Peaceor Commissioner for Declarations would be asked to certify a copy of a Digital Licence.

The event was held in December, and evaluated the conformance of mDL and digital identity solutions to ISO/IEC 18013-5:2021. Thales was recently certified to the standard in the first third-party evaluation of its kind at the end of last year.

The digital licence app is set to host a number of other digitised official documents including learner licences, photo ID cards, recreational marine licences and vehicle registration, with scope to include access to other online government services in the future.

For extra security, some of these services will also need you to prove your 'digital identity'. To prove your digital identity, an online document verification system will cross-check the personal information and reference numbers of ID documents that you provide. This will prove that your digital identity matches your real-world identity. It is an important part of keeping your personal information safe and secure.

You only need to prove your digital identity once. Once you prove your digital identity, your login will be updated and you will not need to do this again when accessing Government services online in the future.

Once you have recorded your details successfully you can change them by providing documents that support the new details. To help protect your digital identity you will need to verify a mobile phone number.

RACQ released the results after the Queensland government expanded its digital license trial to all postcodes in Townsville and the broader Fraser Coast. The digital license app stores people's identification such as driver's license, photo identification card or adult proof-of-age card, and recreational marine license on mobile devices.

The Queensland government has awarded French firm Thales the contract to work with the Department of Transport and Main Roads and local firms Code Heroes and Aliva to design, develop, and deliver the state's digital licence app.

In addition to digital driver licences, Thales said the smartphone app will be designed to host a range of other digitised official documents including photo ID cards, marine licences, vehicle registration, as well as provide access to the Department of Transport and Main Roads' online services.

As part of the delivery process, the app will be designed to meet International ISO-Compliant Mobile Driving Licence Standards, which Thales touts will allow the state's digital driver's licences to be recognised and used overseas including the United States, United Kingdom, and France.

According to Thales, the app will initially be piloted in the Fraser Coast early this year, before it's extended to other regional locations and made available state-wide. The trial will include learner licences, photo ID cards, and recreational marine licences.

This latest announcement comes more than a year after the state government said it was "well on the way" toward developing a digital identification for the state, announcing at the time that locals could soon have the option to store their driver licences digitally on their mobile devices.

A Transport and Mains Road spokesperson told ZDNet that Thales was selected from a shortlist of vendors that competed in a proof-of-concept design process for the digital licence app between July to November last year.

Investing in whole-of-government digital transformation, extending digital licences, and improving regional connectivity are some of the initiatives that will be rolled out as part of the new strategy.

Residents of Townsville in northern Queensland will soon be able to store and use digital versions of their driving licence, marine licence and photo ID cards on their smartphone when the Australian state launches the next phase of its Digital Licence app trial prior to a state-wide rollout due later this year.

As with existing digital driver licence applications in New South Wales and South Australia, motorists who are requested to show their licence to a police officer are required to first ask if they can produce the digital driver licence before touching their smartphones.

Driver licences in Australia refer to the official permit required for a person to legally drive a motor vehicle in Australia. The issue of driver licences, alongside the regulation and enforcement of road use, are all managed by state and territory governments.[1]

As no Australia-wide licensing scheme exists, rules for the issue of licences vary by jurisdiction. Nevertheless, licences are generally recognised and valid in other states and territories. Since 1997, nationwide uniform arrangements have been in place for the regulation of full drivers licences for motor vehicles, as well as their renewal.[2]

Australia's lack of identity cards has led to driving licences becoming the de facto photo ID used in everyday situations. In 2017, the federal government proposed creation of a national drivers licence database that would involve state or territory governments handing over the identities of drivers in a stated bid to toughen national security laws. The national ID database would be used to monitor public events, but could be transferred to a national drivers licence system with agreement from the states.[3]

The driver of a vehicle carrying paying passengers (such as a school bus or tourist coach) is required to hold a driver licence depending on the size of the vehicle as well as a "Public Passenger Vehicle Driver Authority" which is issued by the state or territory Ministry of Transport.

Some states issue driver's licences for particular transmissions only. Drivers with an automatic-approved licence are not able to drive manual-transmission vehicles, whereas manual-approved drivers are able to operate both. States such as South Australia have no such differentiation, and can drive both regardless of which they learnt with.

Alternatively, a provisional licence may be obtained by recording driving experience in the same logbook, with a supervisor who has held an open licence for 12 months for the class of vehicle used. The difference in using this method to obtain a provisional licence is that the logbook only records time spent driving, and not the learner's ability to drive. While no minimum number of hours are required, Learners are advised when obtaining their Learner's Licence, that 50 or more practical hours are recommended before attempting the practical test.
