PROJECT DESCRIPTION: The proposed Project involves the construction and operation of a new pocket park and underground parking structure on the site of the existing surface parking lot serving the Pio Pico Koreatown Library. The proposed Project would incorporate the western faade of the existing library into the park, providing some external faade finishings, window/window seat, and a shade trellis. Additionally, minor repairs to the other faades of the existing library would be performed, including cleaning, window updates, surface repairs, and re-touching, where needed. The proposed parking structure would accommodate approximately 50 parking spaces in one subterranean level. It is anticipated that the parking structure would be operational during the same hours that the Pio Pico Koreatown Public Library is open to the public. The proposed pocket park would be located at the ground level in the footprint of the existing surface parking lot. Proposed park elements include a multi-purpose event area to accommodate public events, such as performances, fairs, reading, etc.; a playground; a shade structure; a fitness area; a walking loop; and benches and tables. Landscaped elements would be provided throughout the park and would include trees, shrubs and planter areas. Approximately 75 bicycle parking spaces would be provided along the northern boundary of the Project site and approximately 21 bicycle parking spaces along the southern boundary at 7th Street. The proposed Project also involves the conversion of the 12 existing parallel street parking spots adjacent to the library to approximately 17 angled parking spots on 7th Street and 11 angled parking spots on Serrano Avenue. Additionally, to provide adequate facilities for the anticipated users of the park and existing library, the restroom facilities within the library would be expanded and upgraded, which requires minor modifications internal to the existing restroom facilities.

The five-acre state park at 6003 Pioneer Blvd. has seen only a few thousand visitors a year since its renovation in 2003. Other state parks to be closed include even less-visited sites. Not on the list are the most-frequented state beaches and state parks and campgrounds.

The long-running plan redevelop the parking lot of Koreatown's Pio Pico Library with a pocket park continues to take small steps forward, following a motion introduced on May 24 by Los Angeles City Councilmember Heather Hutt.

The proposed project at 649 S. Oxford Avenue, which has been in the works for more than six years, calls for rebuilding the existing surface level parking lot with a 50-car underground garage, supplemented by 25 stalls along adjoining streets. That would leave 26,000 square feet of room for new park space one block south of Wilshire Boulevard.

The motion by Hutt, which has been referred to the Council's Community Enrichment Committee for consideration, would request that the Board of Recreation and Parks Commissioners instruct the Department of Recreation and Parks to report on the necessary steps for allocating up to $3.4 million in Quimby fees to the Bureau of Engineering for the pocket park. That money would cover part of the estimated $26.6 million cost for the project - a steep increase from the approximately $15.2-million budget that was projected in May 2022.

Plans for the Pio Pico park follow a failed effort by CRA/LA to convert the one empty lot at 7th Street and Hobart Avenue into a "Koreatown Central Park." That plan fell through with the demise of the statewide CRA systems, and the proposed site has since been redeveloped with an apartment building called the Pearl on Wilshire.

A mini-pitch is an outdoor hard surface the size of a tennis court used for small-sided soccer games. Similar to a basketball court located in a public park, a mini-pitch provides kids and soccer enthusiasts a place to develop their technical skills and play pickup games.

In May the city opened two smaller Sea Summit public parks. Canyon View Park, located at 18 Via Artemesia, includes a playground, picnic tables, barbecue and restroom. Vista del Sol Park, at 111 Cosa Azul, has picnic tables, a barbecue, a restroom and an ocean view. 006ab0faaa
