The Web App is interactive and steps the user through the process of reporting their ballast water activities. Because users of the Web App BWMR form will be connecting directly to the NBIC BW Information System via an Internet browser, they will have access to their previous reports and to the most up-to-date BWMR form versions and features, making reporting faster and easier than ever before. Furthermore, Web App users will receive immediate confirmation that their submitted report has been received by the NBIC.

The first time a user logs in to the Web App, complete the vessel specific information (i.e., Vessel Name, ID Number, Type of ID Number, Owner/Operator, Vessel Type, Gross Tonnage, and Country of Registry). This information will be retained for all subsequent reports. The user only needs to update this information if the information changes (e.g., change of name or ownership).

Provide the Number of Ballast Tanks on Board, Total Ballast Capacity, the units of all ballast water volumes reported on the BWMR form, and select the US Coast Guard designated system identification number of any onboard Ballast Water Management System (i.e., AMS ID or USCG Type Approval ID) or select "STEP Vessel" if enrolled in the Shipboard Technology Evaluation Program. These fields will be auto populated based on previous reports and will only need to be updated if any information changes. For each new BWMR the user will need to enter the Total Volume of Ballast on Board and the number of Ballast Tanks in Ballast.

Static information regarding each tank (i.e., Tank Type, Side of the vessel, Tank Number, Capacity) only needs to be entered the first time that a BW tank is reported, and will be auto populated in future BWMRs for the user's convenience.

When the user reaches the 'Submit' page any unresolved errors in the BWMR will be highlighted. They will need to navigate back to the appropriate section(s) to correct those errors before being allowed to submit the BWMR. Once all errors are corrected, enter the name and title of the responsible officer and certify that all information is accurate. After submitting the BWMR, the user can print or save the BWMR for their records as required by 33 CFR 151.2070, see also Table 1 in 33 CFR 151.2015.

Routine Uses: Authorized Coast Guard personnel will use this data in efforts to reduce discharge of aquatic nuisance species into U.S. waters from vessels and to prevent future damage caused by such discharges. This rule also simplifies and streamlines the ballast water report form. Current recordkeeping requirements in 33 CFR 151.2070 have been amended to include only data fields essential for understanding and analyzing ballast water management practices of vessels operating in waters of the U.S. The information required for reporting purposes is listed in 33 CFR 151.2060 and instead of repeating the list of information for recordkeeping, 33 CFR 151.2070(a) simply states that there is a requirement to maintain records of all the information required to be reported under 33 CFR 151.2060.

For those who choose to use the PDF version, both the existing (old) form and the new form have the same OMB Number and expiration date in the upper right hand corner, however the format of each is very different.

If the report you are submitting has a correction or a change to information you already submitted on a previous BWMR (including if you are diverted to a different port), choose "Corrected Report" from the pull-down menu in the Report Type field; otherwise choose "New Report."

The free online Web App is automatically updated. If you are using the PDF form, the latest version is available at the NBIC website. You may also request a form by emailing NBIC at nbic@ballastreport.org.

20. How do I sign a form that is electronic (i.e., the Web App or the PDF BWMR)?

Fill in the Responsible Officer's name and title field, and make sure that you check the Certificate of accurate information box. A typed name in combination with the certificate of accurate information constitutes an official signature.

On 20 July 2020 the United States Coast Guard adopted revisions to its Ballast Water Management (BWM) Reporting Form. The new reporting form replaces all previous versions and the National Ballast Information Clearinghouse (NBIC) will no longer accept older versions of the form.

Under the US National Invasive Species Act of 1996 all ships arriving in United States must complete and submit a ballast water information report to the National Ballast Information Clearinghouse (NBIC). The aim is to quantify the amounts and origins of ballast water discharged and to determine the degree to which such ballast has undergone treatment or open ocean exchange. Vessels exempted from submitting NBIC reports can be found in 33 CFR 151.2015.

NBIC is a joint programme of the United States Coast Guard (USCG) and the Smithsonian Environmental Research Center (SERC). The programme collects and analyzes data on the ballast water management practices of merchant ships operating in United States waters and has been receiving ballast water reporting forms from arriving vessels since 1 July 1999. During 2019, in excess of 97,000 reports were submitted to the NBIC.

The new Ballast Water Management Reporting Form (OMB number 1625-0069, expiration date: 31 July 2023) can be accessed through the NBIC website as a PDF form or through the Web Application Form. Users should be aware that the standard form can report the ballast water history of up to 20 tanks while the extended form can report up to 36 tanks. Members and clients should ensure that crew members on all vessels calling the United States are aware of the changes introduced by the latest revision to the NBIC BWM reporting form and that all reports are submitted using the updated version. The USCG has also provided a helpful document illustrating some of the common events reported in the ballast water history section of the reporting form and should be shared with crew members.

Results:  We propose a Bayesian weighted Mendelian randomization (BWMR) for causal inference to address these challenges. In our BWMR model, the uncertainty of weak effects owing to polygenicity has been taken into account and the violation of IV assumption due to pleiotropy has been addressed through outlier detection by Bayesian weighting. To make the causal inference based on BWMR computationally stable and efficient, we developed a variational expectation-maximization (VEM) algorithm. Moreover, we have also derived an exact closed-form formula to correct the posterior covariance which is often underestimated in variational inference. Through comprehensive simulation studies, we evaluated the performance of BWMR, demonstrating the advantage of BWMR over its competitors. Then we applied BWMR to make causal inference between 130 metabolites and 93 complex human traits, uncovering novel causal relationship between exposure and outcome traits.
