Opera relatively recently changed their signing certificate. 1Password uses the signing certificate of browsers to verify that they haven't been modified. 1Password 4 hasn't been updated in nearly 5 years now. - SCCM has just been rolled out onsite, and we are looking to roll out a silent uninstaller for those devices where the Opera browser has been installed. However, this won't resolve the issue with the portable version of the application, and the students who are causing the issue are definitely smart enough to switch to the portable version if they notice that it is being un-installed.

Block all internet and set up a proxy server which you can filter as desired. You probably can use the proxy server to block specific browsers but since the proxy server knows what websites the user is accessing you should only need to block proxy/relay websites etc. A good Web filter should have a single category that would include all methods bypassing a filter, not just opera. (transparent proxing doesn't always work with filtering)

It is easy to deploy and manage, can do the whole lot within an hour or two and it will serve you well with minimal admin intervention in future. You get your agent on your endpoints, then create an Application Control policy and block access to Opera (you should probably be blocking access to Firefox as well) and many other browsers / software and you can tick a box to automatically add and block new ones as they are identified in future. There is no quick fix - you need to lock down the endpoints further. There are many ways:

Windows default tools - applocker and windows firewall. If you build your own windows firewall policy you can change from default permit - it will not let a new app executed access the network - this is a simple fix it just takes time to build your required policy.

Endpoint dns/proxy/vpn type solutions such as cisco umbrella are useful as you can limit dns to this so apps cannot work around your restrictions.

I have windows 10 and was going to open opera but as I opened it, Kaspersky internet security detected it as a Threat! I know for a fact that opera browser is legit and that Kaspersky internet security is detecting it as a trojan but not blocking it as it is a false positive! I still don't understand why a perfectly safe computer program would be detected as a threat when opera is one of the most popular and safe web browsers on the internet. My web server starts fine, showing it uses port 8000 for http, and using Opera browser (my browser of choice), I can't open any site using, for example, I have to type in :8000.
