Whenever I open Internet Explorer I get this error : "The webpage is unavailable because you are offline". I have to disable Work Offline mode every time. It only started doing this after I added a dial up connection. But the dial up connection only works when my phone is plugged in, most of the time I use a wifi connection. Why does IE go offline when the dial up connection is offline, even if my wireless connection is online?

There are plenty of reasons. I would say that the main reason is because internet explorer (within internet options) contains many configuration settings that would either allow or not allow someone to access the web.

For example you have the option to set up internet connections from within IE, as well as VPN and proxy settings. Lets say that either of those were configured incorrectly..you would probably no longer have the ability to lets say access "google.com"

I am not sure why Microsoft chose to do it this way, but the Internet Explorer -> Proxy settings are used by most, if not all applications that use the internet. While I agree there should be a system wide setting for the proxy server, it is not the most intuitive to put in in IE.

I recently set up two new servers running 2008 R2. On one of these servers I found that Internet Explorer was not updating. After supposedly installing the update, it still shows IE 8 as the browser. I attempted to install the Offline IE 11 installer. I also, used command line to remove IE 8 and any partial installs of other versions. How do I download the Manual for offline use?

By default, Firefox 3.5 and 3.6 will automatically use offline mode if there is no network connection. Under certain conditions, after the connection is reestablished it may remain in offline mode without the user's knowledge. Firefox 4 and newer prevents this behavior by default.
