The NCAA president and Board of Governors appointed a working group to examine issues highlighted in recently proposed federal and state legislation related to student-athlete name, image and likeness.

As part of its efforts, the working group will study modifications of current rules, policies and practices. In particular, it will focus on solutions that tie any changes to education; maintain the clear demarcation between professional and college sports; and further align student-athletes with the general student body.

The Board of Governors charged the working group with writing a set of overarching principles to guide each division as it devises consistent legislation. A final report is due to the Board of Governors in October, with an update provided in August.

In the coming months, the working group will convene a series of roundtables designed to receive comments and feedback from Tribal Nations, state and local governments, environmental justice groups, labor organizations, the mining industry, environmental and conservation groups, outdoor recreation interests, scientists, legal experts, and others. Additional information about these roundtables, and instructions on how to participate, will be provided in the Federal Register.

Due to the coronavirus disease 2019 (COVID-19) pandemic, the 2020 March, April and May sessions of UNCITRAL Working Groups I, III, IV, V and VI had to be postponed. Alternative arrangements were put in place, which allowed for progress to be made on the working papers scheduled for consideration at those sessions.

Working Group documents are Internet-Drafts that the Working Group has decided to adopt as official working documents, following a formal call for adoption by the chairs. This call for adoption will generally only come after extensive review and discussion. Sometimes a Working Group will consider several alternatives before selecting a particular Internet-Draft as a Working Group document. A Working Group will often take ideas from several of these alternatives to create a single Working Group document.

Between February and April 2023, the working group hosted four public listening sessions and posted a Request for Information to engage the community on issues affecting and possible solutions to the recent decline in postdoctoral trainees. Responses will be used to help develop recommendations to address this problem which impacts U.S. competitiveness in biomedical research and innovation. Since its inaugural meeting on June 24, 2020, the working group has been discussing priority activities, as well as processes for identifying priority regions and priority flag states, engagement with stakeholders, reports to Congress, and working group structure. COVID-19 drove a mass social experiment in working from home (WFH). We survey more than 30,000 Americans over multiple waves to investigate whether WFH will stick, and why. Our data say that 20 percent of full workdays will be supplied from home after the pandemic ends, compared with just 5 percent before. We develop evidence on five reasons for this large shift: better-than-expected WFH experiences, new investments in physical and human capital that enable WFH, greatly diminished stigma associated with WFH, lingering concerns about crowds and contagion risks, and a pandemic-driven surge in technological innovations that support WFH. We also use our survey data to project three consequences: First, employees will enjoy large benefits from greater remote work, especially those with higher earnings. Second, the shift to WFH will directly reduce spending in major city centers by at least 5-10 percent relative to the pre-pandemic situation. Third, our data on employer plans and the relative productivity of WFH imply a 5 percent productivity boost in the post-pandemic economy due to re-optimized working arrangements.
