nmake.exe, a Microsoft Windows port of make, used to be available for download at the Microsoft knowledge base servers. They've since taken the article down, and I don't know where I can reliably get a standalone version of nmake.exe. I would use a copy from one of the Microsoft Visual Studio development platforms, but I worry that I'll be forgetting to include some spare DLL file.
I am pretty sure you can't. It's included with Visual Studio these days. You'll find it in the vc/bin subdirectory. Its only non-standard dependency is the DLL version of the CRT, like msvcrt90.dll for the nmake.exe version included with Visual Studio 2008.

To get the 64 bit version of nmake (for Windows 7) you can also install the Windows SDK. It will install nmake.exe to C:\Program Files (x86)\Microsoft Visual Studio 10.0\VC\bin on Windows 7 without prompting for an alternate directory.
If this command does not find nmake.exe and you still have it in amd64 folder. Run this command; in folder Microsoft Visual Studio 12.0 for Micros~1.0. Depenidng on if VC12 was installed first, then Micros~1.0 can be 2.0.
Thank you so much for the reply. It appears you are building the 64bit version on Win7. I desire to build a 32bit version so it will still run on both flavors of windows (for my fellow workers who still only hae XP machines, ha!).

BTW issue is resolved when analyse logs it was not working with TCC prompt but when I launch in windows command prompt build-wrapper had completed successfully .

I reinstalled vissual studio a couple of times more and, at the end, I have compiled it. (in a different pc with windows 10. I have pending to compile on windows 7).
Later, I have installed the windows debugger and then I can debug too.
- I've download the make binary for windows (make-3.81-bin.zip, located on your first link)
- Downloaded its dependencies and pasted the DLLs to windows folder (Noticed myself after a few attempts that it was necessary)
- Also set an environment variable named make to point to the bin folder of the make folder be457b7860
