As there are many different types of lottery ticket fraud schemes, many law enforcement agencies investigate these crimes. The agency that is involved is dictated by which means the lottery ticket fraud is carried out. For example:

In 1980, Nick Perry, the host of Pennsylvania lottery masterminded a plan which involved creating replicas of the official lottery balls used in the Pennsylvania Lottery machines. The heavier weighted balls ensured that a limited combinations of numbers were likely to be drawn. Thus, certain number combinations were a lot more probable.

In 2017, Eddie Raymond Tipton, the former director of Multi-State Lottery Association, which consists of 34 lottery companies, admitted to rigging the random number generator for seven different lotteries. He was convicted in 2015, for rigging the Hot Lotto lottery game to the tune of $14.3 million. Later, he admitted to rigging lottery games in Iowa, Colorado, Wisconsin, Kansas and Oklahoma.

In 2015, Tipton went to trial and was convicted of two counts of fraud. He was sentenced to ten years imprisonment. His attorney was able to get him bail pending appeal. After his co-conspirator accepted a plea deal with a provision to testify against Tipton, Tipton confessed to lottery fraud. He admitted to installing a random number generator software that allowed him to predict the winning numbers. Tipton was sentenced to 25 years in prison.

"It still doesn't feel real," Taylor said of his win. He opted to take home the cash value of the prize, giving him more than $157 million after state and federal withholding. His "record-setting" win occurred during the April 14 game, lottery officials said, and is $39 million more than the state's last record-setting prize, which was sold in 2019.

Winning that money was far from expected. When he first realized he had the winning numbers, Taylor told New York lottery officials that his wife didn't believe him. He had to go online to prove he had the winning ticket.

But now, all there's left to do is celebrate and plan. Taylor recently retired from working as a building handyman in Manhattan, lottery officials said, and is planning to use his newfound earnings to travel, purchase a new home, and get a new hybrid vehicle. He also is going to donate some of the money to his local church, officials added.

"The New York Lottery congratulates Mr. Taylor on winning this historic jackpot," New York State Gaming Commission Chairman Brian O'Dwyer said, "the sales of which brought millions of dollars to New York's public schools and lottery retailers across the state."

Four lotteries will be held during the 2022-2023 academic year: Two in the fall semester and two in the spring semester. The first-year lottery is in the fall and is open to new first-year, transfer, visiting and combined plan undergraduate students in Columbia College (CC) and Columbia Engineering (SEAS). In both the spring and fall, a general lottery will be held, open to all undergraduate class years in CC and SEAS. The senior lottery is in the spring and is open to seniors in Columbia College and Columbia Engineering only. Each trip will have up to 20 winners. A trip leader and a faculty or staff representative will accompany the participants.

The New York Lottery is the state-operated lottery in the US state of New York that began in 1967. As part of the New York State Gaming Commission,[1] it provides revenue for public education and is based in Schenectady.

On November 8, 1966, New Yorkers voted to approve a constitutional amendment authorizing a government-run lottery. The referendum passed with over 60% in favor. The proceeds of the Lottery were to be "applied exclusively to, or in aid or support of education." In 1967, the New York Legislature created a Division of the Lottery and a Lottery Commission within the Department of Taxation and Finance. The Lottery later became an autonomous unit within the Department of Taxation and Finance. Under the New York State Lottery for Education Law, the director of the Division of the Lottery has full authority over the administration of the Lottery.

The Lottery began in 1967;[2] its first slogan was "Your Chance of a Lifetime to Help Education". It has generated over $34 billion in aid to education revenue. The original intent of the lottery was to provide funds for education.

But now the de Blasio administration is dropping its requirement that applicants have a Social Security or a TIN, a Tax Identification Number. The city says the numbers are no longer needed because it is eliminating credit checks. The change will have the effect of opening the lottery to many more undocumented immigrants, who do not have Social Security numbers and are reluctant to apply for a tax ID number.

Husock also says the policy change is unfair to people who have gone through the legal immigration process and are waiting patiently to win the lottery. The city's response: We are all immigrants and the undocumented are New Yorkers too.
