The Invoice Cloud online payment system is only for bill presentation, online payments, and to provide balances owed for the most recent bills issued by the City of Lowell. Online payment is offered as a convenience to our customers. While signing up is free, all online payments are subject to convenience fees which are made to the online bill collector for processing the payment.

Customers with two or more Water Utility Bills must register them separately when using Invoice Cloud. You will receive separate notifications for each of these bills, and must pay them separately in order to ensure that the correct bill and account are credited prior to the due date.

Motor Vehicle Excise Tax Bills are online by the time you receive your printed copy of the bill in the mail, and are online while they are available for payment using Invoice Cloud. First notices and demand notices are available for payment on the Invoice Cloud system. Once the bill reaches warrant stage it is only available for online payment through the City's Deputy Collector, Kelley and Ryan Associates through their website.

Motor Vehicle Excise Tax Bills can be registered with your email address and password through the online payment system. However, the registered bill will only pertain to that one particular vehicle, and you will received subsequent year notices for as long as you own the vehicle, and it's registered in the City, when the City issues an excise tax for it. You will not receive online notifications for Motor Vehicle Excise Tax Bills if you do one of the following: register a new vehicle, change any information on your current vehicle's registration (name, mailing address, garaging location of vehicle). A taxpayer will be responsible for payment of the bill even if not received as per M.G.L. Ch. 60B Sec. 4.

If any issue arises that prevents the payment of any bill via the online bill payment system the bill payer is still responsible to make sure the payment arrives in the Tax Collector's Office by the bill's due date. The bill payer will receive an email notification if the payment is rejected by the online payment system.

Our online payment vendor is Invoice Cloud. Visit the following websites and follow the instructions to make a one-time payment without signing in or create an account for easier access and payment options. You may also see the balance on your account prior to making your payment.

To know the amount of personal property taxes you paid for a calendar year, you may create an account so that you can see your prior payments and invoices. In order to create an online account, you will need an email address, a self created password for the account you are creating and your personal property account number.

The AutoPay feature allows you to pay your bills with automatic debits from your bank account. With AutoPay, you will not have to remember to pay your bill. There are no service fees and you will receive a reminder email prior to the automatic debit.

If you cannot pay your utility bill in full, there are payment plans available. You may enter into a plan from the online payment portal, by using the automated phone system at 312.744.4426, or in person at any of the neighborhood payment centers or City Hall.

General and School Tax Bills may be viewed online in the Receiver of Taxes Payment Center. Using your Parcel ID (school district, section, block, and lot numbers) or tax bill number, you may search for your current General and School Tax Bills. If you don't know your parcel ID or have an old tax bill for reference, you may look up your parcel ID by your property address by visiting Nassau County's Land Records Viewer.

You may pay your current tax bill by credit card or electronic check online. Payment by credit card will incur a convenience fee of 2.3% of your total tax payment. Please note that a minimum convenience fee of $1.50 applies for credit card transactions. A flat fee of $0.90 will be charged for electronic check payments. VISA Personal Debit transactions will incur a flat rate fee of $3.95 per transaction. These convenience fees are not payable to the Town of Hempstead, but rather to eGov Strategies, the company that processes the credit card and electronic check transactions.

We offer convenient online payments for your real estate tax bill, water bill, sewer bill, stormwater bill and trash bill. Payment can be made with Visa, Mastercard or Discover credit or debit cards or e-check.

NEW! Effective August 1, 2023 water billing has been moved to a monthly billing cycle. We also now offer paperless (email) bill delivery, and the ability to link multiple accounts. Moving forward, an account is required to pay your utility bills online. See links below for more information and instructions.

Payments for city business other than utility bills (i.e. miscellaneous invoice, building permit etc.) will incur a 3.75% credit card processing fee per transaction. The City receives no portion of this merchant processing fee.

Monitoring alerts, data downloads, and feature updates are available through the end of your membership term. Online services require internet access. Third-party terms and additional fees may apply. The County online automatic bill payment option allows you to view current total due, and set a recurring payment for a fixed or full amount due for Utility and Real Estate Taxes online at your convenience. The County online bill payment option allows you to view your bill and make payments online at your convenience. We accept credit card and eCheck payments. Anne Arundel County uses Paymentus Corporation, a third party bill payment service for utility, real estate tax, personal property tax, and general billing online payments. Paymentus Corporation accepts Visa, MasterCard, Discover, AMEX, eCheck, PayPal, Venmo, Apple Pay, Google Pay, and Amazon Pay. All Paymentus Corporation payments are subject to a non-refundable convenience fee for each transaction.

Our online inquiry and bill payment process is now available through the online links. It uses the existing Unipay payment processing but offers many new improvements for obtaining all of your billing information. You can view past or present bills, print reports for IRS income tax filing, and make payments. Bills can be found by entering your last name, a space, and the first letter of your first name. You can also follow the formatting instructions for other search criteria by clicking on "example here" when you enter the system.
