Moments after the Dragon was consumed by Baku, a young girl emerged from its remains, revealing her to be the reincarnated form of the Headless Dragon. Tobi decided to take her with him, essentially becoming her caretaker and and adoptive brother. This decision, however, caused him to be a target of an organization formerly led by the Headless Dragon. As they travel through the city, more and more followers of the organization came attacking the two, until eventually they were found and seperated. Tobi is then forced to go through a fight with Mr. Doller, Mont Mam, and P.B before being countered by Gozu. The Dragon, not liking the scenery of Tobi being beaten, stepped in and interrupts the fight, turning into her dragon form to save Tobi. Tobi then defeats the new leader of the organization, before leaving the fight ring with the Dragon.
