Windows already has a driver for the iPhone that supports it as a camera. You shouldn't need to install Apple Mobile Device Support and its driver just to suppress a connection dialog box, but you may need to tweak whatever is raising it. Can you post a screenshot of this alert? I've a feeling I'm missing something. BTW I was using a Windows 7 machine earlier and the only 10 system I have to hand already has iTunes on it so I cannot readily replicate your situation. Take a look at -autoplay-defaults-windows-10. You ought to be able to set autoplay to ignore the iPhone connecting.

with that said you could also (which I do regularly ) use Kotlin and create a multi platform application (design and develop once across all platforms) right inside of android studio on windows 10 and now windows 11 (for testing at the moment)

now if your question is can I develop using Xcode or Obj C in windows 10 then that answer is sadly no but considering the OP asked of they could develop iOS apps on windows then there is nothing stopping them from create a utility app or even the next big game on the market.

Absolutely fantastic machine (the MacBook Pro M1 16) -the fact that it's more powerful than my huge, custom built, loud, vibrating, more expensive water cooled PC with inferior monitor is what lead me to purchase it, it's superior hardware no doubt and if I could gel with the software I'd dump windows, but myself and everyone else here in our busy studio don't have the patience for the constant nannying and issues, just a couple of weeks ago Photoshop crashed again, this time I actually have video of it and adobe attempting to help but I've had to give up.

I tried making do with linux, but sadly the software support just isn't there. And if everything you're running is using wine or virtual box, you might as well use a different OS anyway. If software from the likes of Adobe and Microsoft was available on linux, some people might stick with macOS for the Apple device ecosystem, but I imagine windows would feel some pain.
