Several consumers complained of bills running into several thousands of rupees, major portion of which pertained to arrears of the last several months since the onset of the scheme for supply of 20 kilo litres of water free of cost as per the election promise of the TRS back in 2018.

Managing Director of Water Board M. Dana Kishore said that there were issues with billing till about six months ago, and before that, the government, as part of the COVID-19 policy, halted the billing for one year.

Hyderabad: The Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB) has decided to refund water bills which were paid by the consumers who availed the 20-kilolitre free drinking water scheme in the Greater Hyderabad Municipal Corporation (GHMC) limits.

Authorities said over 3 lakh consumers would receive the refund. The water board did not give any clarity to consumers who failed to avail the scheme within the first cut-off date (April 30) and cleared bills in May and June. The HMWS&SB officials did not even prepare a mechanism nor issued guidelines to consumers who paid the bills and just asked them to continue Aadhaar seeding till August 15 without a mention of rebate.

The HMWS&SB, on July 6, suspended issuing of water-cum-sewerage bills for domestic consumers up to August 15. Under the scheme, 2.5 lakh households with water meters and 2 lakh slum households are supposed to receive free 20,000 litres of water per month. To be eligible for the scheme, a consumer should link Aadhaar and have a functional water meter, however, meters are not required for consumers if their locality falls under the slum category. For people living in apartments, consumers need to link Aadhaar for individual flats against their property tax identification (PTIN) number. Only the flats linked against PTIN number and Consumer Account Number (CAN) number on or before August 15 will be eligible for the scheme. Consumers who registered post-August 15 will be served with the water bill from December 2020 to August 2021. Interest will not be levied on such consumers and they need to pay the bill in September.

A whopping 5.60 lakh consumers out of total 10.8 lakh have already availed the free drinking water scheme. The water board issued five months bills from January to April to about 4.8 lakh consumers who have not seeded the Aadhaar with the CAN. HMWS&SB officials said 41 percent out of the total 4.8 consumers had already cleared their water bills since they did not link Aadhaar with CAN on or before April 30. About 1.5 lakh consumers who have not done Aadhaar seeding during the first cut-off date have availed the scheme during the extension period. The authorities said the government had asked the water board to give rebate/refund to the consumers who availed the scheme prior to the cut-off date (August 15).

A senior water board official on condition of anonymity said the government had asked HMWS&SB to prepare a mechanism prior to the rebate/refund announcement. He said till now, about 2.90 lakh consumers cleared their water bills despite being in the free scheme bracket. The official said most of them had availed the free drinking water during the extension period. He said once the government announced refund or rebate, over three lakh consumers would be benefitted.

Bengaluru: According to a circular issued by the dean of the School of Life Sciences at the University of Hyderabad (UoH), students and faculty members requiring ultra-pure water for their studies have to start paying for it from September 18.

For example, Kesaban Roy Choudhuri, a PhD student in the department of biochemistry at the School of Life Sciences, UoH, said that the students expect to be asked to bear the cost of managing their hostel accommodation, including paying extra for water and electricity use over and above the hostel fees, and for other amenities.

Hyderabad: Though the State government has announced implementation of free water supply to all, people particularly in residential apartment complexes are facing lot of trouble due to non-cooperation from the Hyderabad Metro Water Service and Sewarage Board (HMWSSB).

The executive members of the Steel and Mines Complex residents association in Srinagar Colony told The Hans India that the residents were encountering problems in linking Aadhar number with the CAN. Unless Aadhar is linked to the scheme, they will not be eligible for free water supply.

When the association approached the water Board for help, the officials of the water board assured to address the issue by deputing one official. But for past three months no one has come. One official recently volunteered to come and wanted that the residents pay Rs 250 per flat. The association agreed even for this as the complex consists mostly of senior citizens who are not so tech savvy. But for reasons best known to him even he did not turn up.

Meanwhile, the board has sent a bill of Rs 82, 548 to the association. Association members said that they were getting bills regularly till November 2020 but after that no bills were sent by the water board and now it has slapped a bill for Rs 82,548. This huge amount must be cleared by June 19.

Hyderabad: Managing Director of Hyderabad Metropolitan Water Supply & Sewerage Board (HMWS&SB) Dana Kishore urged people to pay their water bills promptly and said the supply will be disconnected over non-payment of dues.

We stay in a flats in Hyderabad and in all, there are a total of 8 flats. The usual system followed is that the total bill is divided by 8. But in one of the flats there are 8 people. In another 5, 2 and 4 to 5. In one 1. The flat with 8 people waste a lot of water and have no concern regarding water conservation at all and simply fill and store water everyday in big drums and the next day fo no reason throw it away. The bill is shared by all the flats and is not based on the number of people. We are much troubled by this wastage and the fact that we have to pay for their wastage. When we asked them to have a system to divide the bill by the number of people in each flat, they said that there was some "Flats rule".

Kindly let me know how to solve this menace and if we can divide the bill based on the number of people in each flat (Divide the bill by the total number of people in each flat instead of 8 which is the number of flats.) I have come to know that the division of water bill is done based on the plinth area of each flat? Could you please let me know more details on this? We do not want to pay for their careless usage. Help us in this matter. I wanted to know as to what laws exist in India regarding the division of water bill among all the flat owners.
