On Wednesday in the US, thousands of students left their classrooms in a national day of action designed to force political change on gun crime. Following the recent shooting at Marjory Stoneman Douglas High School, this walkout is part of an extraordinary national movement. Young people across the US are doing what countless others have tried and failed to do: using grassroots strategies to take on the powerful gun lobby.

The US has an epidemic of gun crime. Mass shootings occur every day, and school shootings have become so common that over 170 schools and some 150,000 students have been affected by school-based gun violence since 1999.

This has already led to some action by states. Florida is looking to pass age restrictions and waiting periods for gun purchases, and Oregon has imposed gun prohibitions on domestic abusers and those with restraining orders.

If the passion and dedication they have shown so far is sustained, especially as the congressional midterm elections approach, the young people of the US might just be able do what no one has done in decades, and force action on gun control.

Shoot First laws allow a person to kill another person in a public area, even when they could have clearly and safely de-escalated the confrontation by retreating, upending traditional self-defense law.1 See, e.g. Fla. Stat. 776.012(2). Under traditional self-defense law, a person can use force to defend themself anywhere and at any time. When they are outside their home, however, they cannot use force that is likely to kill or seriously injure someone if there is a safe way to avoid it.2Francis Wharton, A Treatise on the Law of Homicide in the United States (Philadelphia: Kay and Brother, 1855); Allen v. Shoot First laws are often misrepresented as simple adjustments or codification of common law, but in reality, they aggressively alter criminal procedure in a way that makes it difficult for a person who invokes the law to be arrested, prosecuted, or convicted for using deadly force. In addition to these legal mechanisms, these laws distort the public perception of lawful self-defense and encourage people to shoot first and ask questions later.

The Gun Violence Prevention Task Force was formed in June 2022. Co-chaired by First Deputy Mayor Sheena Wright and Man Up! Inc. Founder A.T. Mitchell, the task force represents a multi-agency, cross-sector effort to address the root causes of gun violence and develop recommendations to promote long-term safety across all communities. As part of this effort, more than 50 members of the task force, representing 20 city agencies, engaged roughly 1,500 community residents over the course of spring 2023 through community convenings and youth town halls.

The recommendations advanced in the report represent a holistic approach to community safety, focusing on prevention and intervention strategies that use a public health and community development model to address the root causes of gun violence. To that end, the task force identified seven strategies in the report based on months of community engagement. These strategies encompass new and existing investments, totaling over $485 million, to offer early interventions for young people, increase employment and entrepreneurship opportunities, improve housing security, provide easier access to public benefits, bolster community institutions, foster connections to mental health services, and strengthen police-community relations.

Tier 2: Surviving school children and staff who were in the school (but not in the line of fire) during the shooting and their primary family members. At the next level of exposure intensity are the remainder of the surviving school children, teachers, and staff who were in the school during the incident but not in the classrooms where the killings took place. Nevertheless, the remainder of the 400 children who attended school that day - and all school administrators, teachers, and staff - were exposed to the grotesque carnage in the hallways and classrooms, the pandemonium, and the frantic efforts to hide and escape from the line of deadly fire. They experienced various gradations of exposure as they co-habited the school premises with the shooter who was methodically stalking and killing.

Tier 3: Bereaved extended family members. Intensely-involved emergency responders. The third level of exposure intensity merges two categories of persons, the extended family members of those who were killed and the frontline responders. With more than 150 primary family members acutely bereaved by the shooting, the inclusion of extended family members (grandparents, aunts, uncles, cousins, other household members) certainly amplifies this number to more than 1,000.

Tier 4: Care providers. Media personnel. Psychological impact was also felt by the mental health providers, clergy, chaplains, and spiritual leaders. School district personnel were tasked with providing support to Sandy Hook Elementary School students and staff who were relocated to continue their education in other schools. Media personnel were camped out in Newtown for weeks, witnessing and absorbing the effects of the shooting on the community.

Based on the fact that online and SNS technology provides an ideologically neutral context for networking and communications, and a mechanism to instantly spread news reports worldwide, researchers are beginning to explore the role that online and social media play in events such as Sandy Hook.37 Rampage school shootings provide an interesting case to examine this approach, given the small number of incidents relative to the impact of these events and large amounts of data generated.

The causes of gun violence in communities of color are multi-faceted and there are deep-seated issues around poverty, discrimination, and other violations of economic, social and cultural rights. These issues are also amplified for undocumented families struggling with food insecurity, little or no access to health care, fear of Immigration and Customs Enforcement raids, and limited or no employment benefits that allow for leave.

The solution to reducing gun violence requires comprehensive strategies that address multiple factors, including access to firearms, mental health services, interventions in schools and neighborhoods, and adequate enforcement of existing laws.

Higher efficiency can be achieved in longer barrel firearms because they have better volume ratio.
