In 2022, the National Assessment of Educational Progress (NAEP) reading assessment was administered to representative samples of fourth- and eighth-grade students in the nation, states, the District of Columbia, Department of Defense schools, and 26 participating large urban districts The reading assessment at grade 12 was last administered nationally in 2019. The 2022 reading assessment included literary and informational texts to assess students' reading comprehension skills. Students also answered survey questions about their opportunities to learn and their engagement with reading in and outside of school.

In 2022, average reading scores were lower for both fourth- and eighth-grade students compared to 2019: scores were lower by 3 point at both grades. Grade 12 is a critical transition point for most American students. Since NAEP is the only source of nationally representative results of twelfth-grade student achievement, the National Assessment Governing Board (the Governing Board) has been conducting research on the potential of NAEP at grade 12 to serve as an indicator of academic preparedness for college. The National Assessment of Educational Progress (NAEP) is a continuing and nationally representative measure of trends in academic achievement of U.S. elementary and secondary students in various subjects. It is the largest continuing and nationally representative assessment of what our nation's students know and can do in select subjects. It was first administered in 1969 to measure student achievement nationally. Teachers, principals, parents, policymakers, and researchers all use NAEP results to assess progress and develop ways to improve education in the United States.

Because of the recent changes to the assessment, the results from 2009 cannot be compared to those from previous assessment years. To establish the baseline for future science assessments, the overall average score for each grade was set at 150 on a 0 to 300 scale. It doesn't say anywhere on their prospectus for 2024 whether they would or not but it does say under their FAQ that they consider grade 11 Final results, mid year Grade 12 (which I'm assuming is second term) and Grade 12 September results. Please note, the 2022-2023 results for the Florida Assessment of Student Thinking (FAST) and Benchmarks for Excellent Student Thinking (B.E.S.T.) End-of-Course (EOC) assessments are based on provisional achievement level cuts that are linked to each assessment's respective 2021-2022 reporting scale, as required by s. 1008.34(7)(d), Florida Statutes. Therefore, comparisons should not be made between the 2023 data and previous years' data. For 2023-2024 and beyond, scores will be reported on a new scale after the State Board of Education adopts new student achievement levels in fall of 2023.

Amid a global pandemic, widespread school closures and fear of student learning loss, the just-released 2019 scores on the National Assessment of Educational Progress showed a slight decline in 12th-grade reading compared to 2015, with scores holding steady overall in math. The results also show an alarming and widening gap between students who generally perform well in school, and those who already struggle academically, with the lowest-performing students contributing to the drop in scores.

In addition to the averaged scores across the nation, the NAEP also reports scores at five selected percentiles to show the progress made by lower- (10th and 25th percentiles), middle- (50th percentile), and higher- (75th and 90th percentiles) performing students. Unfortunately, the decline in reading scores was driven by score decreases for lower-performing students, and notably, lower-performing males. There was no significant change in the percentage of 12th-grade students performing at or above Proficient in 2019 compared to 2015; however, 30 percent of 12th-graders performed below Basic in 2019, which was 2 percentage points higher than in 2015.

In math, 40 percent of students scored below the Basic level, an increase of 2 percentage points compared to 2015. Twenty-four percent of 12th-grade students performed at or above the Proficient level in 2019, which was not significantly different from the percentage of students at the same achievement level in 2015. While there was no significant change in the average math score at grade 12 in 2019 compared to 2015, scores did decrease for lower-performing students at the 10th and 25th percentiles.

The assessments were administered from January to March 2019 to a nationally representative sample of 12th-graders from about 3,500 schools. Students took the assessments on paper and on tablets, which marked the first time 12th-grade NAEP takers used a digitally based administration.

And this analysis should give us more confidence in the hypothesis that a major culprit here was the sharp decline in school spending between 2010 and 2013, which the class of 2019 experienced between their third and seventh grades.

Consider the charts below. At both the fourth and eighth grade levels, reading scores are flat to slightly up if we look at scores for the graduating classes of 2002 through 2019, including for the lowest-performing students (those at the tenth percentile). But at the twelfth grade level, lately the bottom has fallen out for those lowest performers. That means one of two things: Either our high schools have suddenly gotten terrible at teaching reading to students struggling with basic literacy, or a lot more poor readers are staying in high school and taking the NAEP.

They will not be eligible to pursue undergraduate courses. The share of the students in the non-graded category is 49.09 percent of the total examinees. The number is a 2.81 percent decline from last year when 188,410 exam takers had failed to secure any grade.

According to the board, the grade-improving examinations will be conducted next month. Students who have been placed in the non-graded category, in a maximum of two subjects, can reappear in the grade-improving examinations.
