When you receive a phone call from an incarcerated individual, you will hear a pre-recorded message that will identify the facility the call is coming from and name of the incarcerated individual whom is calling you. After the message concludes you will have the option to accept or deny the call.

If you choose to create a new account, the received call will be delayed and the incarcerated individual whom is trying to call you will be asked to wait at least 30 minutes before trying to call your number again in order to provide you time to establish an account.

Phone calls are limited to 20 minutes in duration. Both parties will hear a message at two intervals during the phone call to alert how much time remains (1 minute, 30 seconds). After 20 minutes have passed or the available funds balance reaches zero, the phone call will automatically disconnect.

The Department of Corrections (DOC) supports incarcerated individuals maintaining ties with family, friends, and the community, and per DOC 450.200 Telephone Use by Incarcerated Individuals (pdf), will provide incarcerated individuals access to telephones and reasonably priced telephone services.

All incarcerated individuals are assigned a Personal Identification Number (PIN). Incarcerated individuals must enter their PIN to initiate a phone call and are responsible for all calls made using their assigned PIN. Friends and family do not need to know an incarcerated individual's PIN to fund a phone account.

Incarcerated individuals with hearing and/or speech disabilities, and those incarcerated individuals who wish to communicate with parties who have such disabilities, will have access to a Telecommunications Device for the Deaf (TDD).

Incarcerated individuals are provided access to telephones subject to limitations and restrictions to ensure the security and orderly management of the facility, and to protect the public. Incarcerated individuals may not use the telephone system to continue or initiate criminal activity.

Prisons use a monitoring/recording system to enhance security, increase incarcerated individual and public safety, and reduce criminal activity or activity that could threaten the orderly operation of the facility. The DOC protects incarcerated individual's constitutional rights by providing for unmonitored legal phone calls made to a telephone number recognized by the applicable state's bar association. Per DOC 450.200 Telephone Use by Incarcerated Individuals (pdf), the Superintendent/designee of the prison facility where an individual is incarcerated may permit the incarcerated individual to use a non-PIN State Controlled Area Network (SCAN) telephone line under compelling circumstances, such as family emergencies. These calls will be placed and supervised by employees.

General Information

Incarcerated individuals are generally free to place telephone calls between the hours of 9 a.m. and 10 p.m. daily. All calls from the Jail will be preceded by a recorded message containing details on how to accept or decline a message. You will not be connected to the incarcerated individual until you have taken a positive action to accept the call.

Unwanted Calls

If you receive an unwanted call from an incarcerated individual you have several options for blocking the call. Option One - follow the telephone prompts when you receive the call to block all future calls. Option Two - contact the duty sergeant at the Jail Division at 763-324-5106.

Telephone Access

In general, incarcerated individuals are not allowed to receive incoming telephone calls or messages. However, we may at our discretion pass on urgent messages once they have been verified.

Telephone Service Provider

ICSolutions is the Jail Division's contract telephone service provider for our incarcerated individuals. These individuals are provided an initial free telephone call at the time they are booked into our facility. All subsequent non-professional calls are fee based. Communication with family, friends and others is important to those who are incarcerated. Phone calls can be made by offenders with good behavior. The following information explains how and when phones may be used.

While offenders cannot receive telephone calls, they can make outgoing calls as long as they are not on restricted status. Offenders assigned to segregation units have limited access to the telephone.

Through an established vendor, telephones located throughout the facilities are programmed to process collect calls, debit calls or prepaid calls. Offender computer tablets also are equipped with phone applications.

Offenders must use a personal identification number (PIN) in an automated security system to make calls. The offender may place a call by purchasing debit minutes in the canteen, from a kiosk or using an account set up through Securus. Advance Connect allows you to fund calls in advance to a specific bill to number (BTN). Offenders also can make phone calls through a phone application installed on JPay tablets and powered by Securus Technologies.

If you continue to receive calls, immediately contact the institution, providing as much information as possible. If the offender can be identified through his or her PIN number, the offender will be directed to stop contacting you. If contact continues, the offender may face disciplinary action.

For your protection, a recorded message is played throughout the telephone conversation that alerts you that the call is originating from a correctional facility. This message is not intended to annoy, but rather to alert outside parties to the fact that an offender originally placed the call.

While the institution can monitor and record calls, they hold no ability to place a block on outside telephones. The telephone company may place an automatic block on your phone if third party calls are detected or there is an unusual increase in your phone bill. I recently purchased the Q30. I think the headphones are great for listening to music, but I have had issues with phone calls. The person on the other end can hear everything going on in the room. It is like I have transparency turned on for the person on the other end of the line. My wife will not even talk to me since she can hear every whisper in my office crystal clear. Is there any setting that I am missing to fix this?

Same here. I did the reset. My wife told me she could finally not hear everything going on around me. However, when I did a test and turned on transparency, all of a sudden she could hear forklift horns that were so far away I could only hear them in transparency mode. When I changed back to normal, she could still hear them but I could not. So it looks like the only way I can make it work is to do a total reset and never change the mode from normal.

Noise isolation, also often called ANC, is not to cancel what you hear, but what the other end hears from you. These require a mix of ignoring frequencies not central to typical human voice, using left/right microphones to ignore sounds not central (mouth is mid-way between ears), and ignoring aft noises using fore/aft microphones. So frequency filter and 4 microphones minimum.

When he's on a call, when another call comes in, it disrupts his current call which is frustrating. Is there a way we can setup the Zoom profile for him to send incoming calls to voice mail when he's busy?

There aren't any options specific to the Zoom mobile apps pertaining to this. I know that for me with an iPhone, I have the option for Use CallKit switched on in Settings > General, which sends all Zoom phone calls through the standard iPhone Phone interface. When I am on a call using Zoom Phone and receive another call through Zoom Phone or my mobile number directly, it just makes a subtle beep sound and give me the options to Hold + Accept, or Deny. If I select Deny or ignore it, the calls goes to my Zoom Phone voicemail. I don't find it too intrusive.

While using an Zoom Phone on an Ipad, is it possible to mute call notification as well as hide notification for an incoming call. When I am teaching a class, I have music playing from iPad that gets interrupted by a loud call.
