The application for travel clearance and its documentary requirements are filed at any DSWD Field Office. The application form is available at all DSWD Field Offices and downloadable from DSWD website www.dswd.gov.ph. The documentary requirements vary depending on whether the child is travelling alone or travelling with an adult other than a parent or legal guardian

A DSWD travel clearance is valid for a period of one (1) year from the date of issuance and shall be valid for multiple travels within the validity period, provided the conditions under which the travel clearance was issued have not changed. If a change in condition occurs like a change in travelling companion, a new travel clearance must be obtained.

The application for travel clearance shall be submitted/filed manually by the parent/s or legal guardian or a duly authorized representative at DSWD Field Office that has jurisdiction over the residence of minor.

NOTE: In case of loss of the issued travel clearance, new set of requirements should be submitted to the Field Office and will be issued a new travel clearance. This should not be taken as a renewal of travel clearance but a new application.

Children below 18 years old and are travelling alone or with companions other than their parents or legal guardians are required to present a travel clearance. If the traveler is 18 years old and above but is unable to take care of himself or herself due to physical or mental disabilities, a travel clearance will also be required if he or she is taking the trip without his parents or legal guardians.

Minors who will be traveling abroad accompanied by both parents are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

Minors who will be traveling abroad accompanied by their legal guardian or person granted sole parental authority or legal custody by the proper court are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

Minors 12 years old and below are not allowed to travel alone per DSWD Administrative Order No. 12, Series of 2017. As such, the DSWD shall not process any travel clearance applications for minors traveling alone abroad to this age group.

Minors who will be traveling abroad accompanied by either of the parents (if the minor is legitimate) are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

Minors who will be traveling abroad accompanied by the biological mother are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

Minors who will be traveling abroad accompanied by the father who has been granted sole parental authority / custody of the proper court over the minor (if the minor is illegitimate) are exempted from securing a travel clearance. As such, there is no need to apply for a travel clearance from the DSWD.

The application for travel clearance, together with the required supporting documents and payment of Php 300.00 per minor for one-year validity and Php 600.00 for two-year validity and shall be submitted by the parent/s, legal guardian, or a duly authorized representative to the DSWD Field Office VII located at MJ Cuenco Avenue corner Gen. According to the DSWD, the Special Protection of Children Against Abuse, Exploitation and Discrimination Act and the Philippine Passport Act of 1996 specify the issuance of travel clearance for minors.

I have been hearing different requirements from dswd people, one is that DSWD needs a parental consent from me (USC), notarized and stamped by the Philippine Consulate in Los Angeles and one from my ex husband who lives in the Philippines currently for the minor child to be issued a travel clearance from DSWD. And also, is the travel clearance needed by the USEM during the interview? please help ASAP.

my ex husband will accompany the child to the interview. We both have letters of consent, notarized to be carried by the children. DSWD told me they no longer give travel clearance to minors who are immigrants, they only give them to minors on a non immigrant visa pursuant to an EO of 2017 I'm not familiar with it, DSWD said they will issue an exemption certificate for my minor child. Should the kids carry our divorce decree stating shared custody of the children? With the notarized consent from the father allowing the child to come live with me indefinitely? And I have a notarized consent too that will be carried by the minor.
