my new laptop had Norton 360 for gamers, and it ended after two months, which I expected. However i wanted to download Norton360 to continue using it, but as Deluxe version. When I downloaded the installer from the official website and launched it, it gave me message "another download manager is currently running", and I don't have any other installers running. In order to solve that issue I uninstalled "Norton 360 for gamers" using the Norton Remove and Reinstall tool. And the new installer still gives me the same message. I'm pretty sure that there are no installations and/or similar processes running in the background (I googled this, and it seems to be a pretty common issue).

I searched and researched, I went into the registries, deleted all norton products in the registry keys as well as in windows currentversion run & runonce (if it in there) and then discovered when I deleted it from the runonce folder within the registry under microsoft windows for local user, I saw the window pop right back up and the key automatically reappear after I just deleted... that is when I SAW where the program was hiding... it was hiding under user\public\downloads (or public downloads). I deleted it from there, and then went back to the registry and deleted it from the keys again that reproduced themselves.

When the installer pops up, open task manager and find .exe file that has been running it and delete it. Also go ahead and delete the file named SymInstallStub.exe which runs Norton Utilities Installer, that's why the installer always pops up. I believe it accidently came with the Adobe Shockwave but anyways after that, you're good.

wget seems to be the best tool. There are a windows version, I use a text file as queue, you can invoque wget -i file-list.txt. Read the documentation or the help to know the parameters to control the downloads, recoverring, etc.

As backstory: I installed fileserve manager to help me download files from fileserve, and was rather annoyed to put it lightly that it became the default download manager for all downloads in Chrome. I was more annoyed that the option to remove it (via fileserve options) didn't work. So I tried to remove it by disabling the plugin that fileserve had installed. No dice.

The message would tell me to remove the plugin called npfdm.dll, but I couldn't find it.
