Implemented in 2003 as part of an ambitious academic reform effort in Division I, the Academic Progress Rate (APR) holds institutions accountable for the academic progress of their student-athletes through a team-based metric that accounts for the eligibility and retention of each student-athlete for each academic term.

The APR emerged when Division I presidents and chancellors sought a more timely assessment of academic success at colleges and universities. At the time, the best measure was the graduation rate calculated under the federally mandated methodology that was based on a six-year window and did not take transfers into account.

The APR system includes rewards for superior academic performance and penalties for teams that do not achieve certain academic benchmarks. Data are collected annually, and results are announced in the spring.

Academic Personnel and Programs develops, implements and manages policies and procedures pertaining to the employment relationship between an academic appointee and the University of California. These policies and procedures are issued by the Provost and Executive Vice President of Academic Affairs and published in the Academic Personnel Manual (APM). Academic Personnel and Programs maintains the official copy of the APM, including the online version of the APM and any subsequent changes. The APM Policy Development Process is designed to insure that APM policies undergo comprehensive review and meet certain standards.

Academic appointees subject to policies and procedures within the APM include, but are not limited to, faculty such as professorial rank faculty, lecturers and clinical faculty; academic research professionals such as professional researchers and specialists; academic service professionals such as librarians and cooperative extension specialists and advisors; and graduate student employees such as research and teaching assistants. The APM applies only to the extent provided for in a Memorandum of Understanding (MOU) for academic appointees covered by collective bargaining.

Questions about maintaining the APM may be directed to Kelly Anders and questions regarding academic review of Presidential policy may be directed to Gina Durrin. Specific academic personnel policy questions from those located at a University of California campus may be directed to the local Academic Personnel Office.

The academic heart of campus, Hilton C. Buley Library maintains over 100 databases and electronic collections and houses over half a million items, including books, serials, microforms, maps, government documents, rare books, video media, and more. The library is also home to two computer labs, the Learning Resources Center, a library instruction classroom, a Starbucks cafe, and quiet rooms for individual or group study.

The Honors College is a four-year program designed for the academically superior student. Courses are interdisciplinary, team-taught by professors from different departments, and classes are small, each limited to an enrollment of 20 students. Honors students do much writing and receive close, individualized feedback on their papers and creative work. Faculty advisement continues throughout the Honors student's university career, and a bond among our students and faculty fosters individual achievement and promotes group camaraderie.

Every semester, Franklin students embark on extended visits to study on location, as part of an Academic Travel course.
