A benchmark is a work of art done by a professional in the given industry which you would like to match the style. It is used to understand the market standards. Often benchmarks are given for a test for jobs and must be matched exactly in the style it is created. While the character and the environment and assets are newly created by you, they must be able to fit into the world of the pre existing artwork. When a benchmark is used for client communication it should be clear what parts of the work will and will not be similar to the benchmark.
A reference can be a photograph, 3D Model or live model that will be used to help determine pose or lighting or environment cues. Textures and vector objects are also references and can be included directly into the work.
