Dr. Huo works as an Associate Professor at School of Economics and Management, Harbin Institute of Technology, Shenzhen (HITSZ). He received his B.Eng., M.Eng., and Ph.D. degrees at HIT, Tsinghua, and the University of Tokyo. He worked for the University of Tokyo, the Research Institute of Economy, Trade and Industry (RIETI), and Nanjing University prior to the current position.
He has served to review research and grants for the China National Intellectual Property Administration (CNIPA), the Guangdong Science Foundation (GDSF), and the Shenzhen Science, Technology and Innovation Commission (SZSTI), and was invited to MOOC course launched by the United Nation Development Program (UNDP). He was honored as the Overseas High-Caliber Personnel of Shenzhen, and the member of Shenzhen Youth Federation (SZYF).
His research focuses on innovation, patent, standard, strategy, digital economy and AI, and has been funded by the NSFC and the NSSFC. He has published articles in leading scholarly journals including Research Policy, Industrial & Corporate Change, Technovation amongst others, and received awards including Outstanding Contribution in Reviewing by Research Policy and Excellent Achievement for Social Sciences Research.
Besides, he also participated in R&D projects, and consults for governments and firms such as Huawei, Ericsson, China Mobile and China Telecom, particularly in areas such as digital technolgies and innovation policymaking, etc.
