Is there some workaround that I can try, such as killing some process that would automatically restart, or some command that would cause the touchpad driver to restart or refresh or something? Anything that may "wake up" the touchpad without having to reboot?

I have a Dell Vostro 3460 (exactly this one to be more specific) running Windows 10 Professional 64-bits, with the latest updates and proper drivers and software installed as far as I am aware of (but probably something is missing since I have this problem).

1.Double-click the new icon on the desktop mark Dell Latitude 3460 Laptop Mouse Keyboard Input Devices Driver.EXE.

2.The Self-Extracting window appears and prompts you to extract or

unzip to C:DELLDRIVERS create an Mouse Keyboard Input Devices driver folder. open this path to access application setup
