Because I have zero technical ability, I was told that I should go this route instead of going for a completely, clean Windows re-install.

There are different ways to remove apps and programs, so if you can't find the one you're looking for, you can try another location. Note that some apps and programs are built into Windows and can't be uninstalled. You can try to repair a program first, if it's just not running correctly.

I do think maybe it's Chrome at fault but I am investigating anyway since I do observe more Dell and Intel apps installed than upon our older Latitudes, regardless whether they were set up 'from the factory,' with Dell Restore, or via Intune wipe and reinstall...

If the problem occurs with Chrome, its likely an extension of Chrome. I've been using it for decades without performance related issues to my pc's. Is the version of Chrome fully updated? You can remove all the dell stuff and the laptop will work fine as its not required by windows. Now future driver updates would have be manually completed.

The OP didn't mention the specs of that laptop, but if you're running less than 8GB of RAM and/or a spindle drive with Win10 or Win11, you will be waiting for EVERYTHING to happen and Chrome's resource usage will be the least of your worries.

I always do a clean install of windows, rather than use dell's image that's loaded with all sorts of junk. I normally let windows grab drivers automatically, and for anything still showing an exclamation mark in the device manager, then I grab the driver packages from dell's support section.

Worst that will happen is some custom keyboard shortcuts might not work (like the F key row on a laptop) and if you want those just re-install that piece. But most people in my experience find those keys more annoying then helpful

I would keep Dell Command Update, and that's it. Useful for BIOS updates, drivers updates, etc. You can even configure it to run silently -that's what we do and it caused an issue on ONE laptop out of more than a thousand. Of course, BIOS was about to be flashed, the laptop displayed in red "don't switch off the computer" and the guy immediately switched it off...

I have a Dell Latitude E7270 laptop which was a member of the Windows domain where I used to work. When I first got it I imaged it with Windows 10 Enterprise and joined it to the domain. I was allowed to take the laptop with me when I retired. Because the laptop was recently having various problems, I used the Dell Restore tool to revert the laptop back to the Dell factory image, which was Windows 10 Pro. Before I did this I was able to use Remote Desktop from another Windows 10 computer at my home to remotely connect to the laptop. I used the username xxxxx\yyyyy where xxxxx is the name of the domain at my former company and yyyyy is my domain username at my former company (and the name of my user profile on the laptop). After the Restore tool installed Windows 10 Pro, the computer name was a random string so I changed it to "latitude-e7270" (without the quotes). I went to the Remote Connection Settings on the laptop and enabled the ability to accept remote connections. Now when I try to connect via RDP to the laptop, I see that the connection failed. I know that RDP from the client computer is communicating with RDP on the laptop because I see the RDP connection dialog. However, regardless what I use for username, I see "the connection has failed". During the setup of Windows 10 Pro on the laptop I signed in with my Microsoft account. On the laptop, in the Remote Connection Settings where it lists the users who can connect remotely, the list is empty BUT below the list it shows my Microsoft Account name, which is my email address, and says this account is already allowed to connect. When the RDP connect dialog appears, for the user name I have tried entering latitude-e7270\my email address and the password which works to log on locally to the laptop but I see "The login attempt failed". I notice my Windows User folder is called "donan" (without the quotes). So I tried latitude-e7270\donan but that does not work. Any help would be appreciated. Thanks, Don

I have the same problem with a similar symptom. My internet speed is throttled WHENEVER I start the Zoom Client. I go from 900+MBPS Down and 40Up to 8 Down and 4 Up. However Physical and Wired Connections stay the same speeds. Whenever I QUIT the Zoom APP/Program on Windows 11 PRo, the speed of my PC Reverts back to higher speeds. at the reduced internet speed, my zoom meetings all lag now and affect all apps on this PC. After 5 months.... its the Zoom App/Program and Windows 11~! I can use Chrome Web Browser and take the Zoom meeting, and everything is fine.
