There is at least one software maker that recognizes this need and has developed a ADD-IN called "Debenu PDF Aerialist" ( -pdf-aerialist/ ) that claims to be able to do what Adobe Acrobat cannot do on it's own. I am considering buying myself, but I work in a highly regulated industry and I cannot get IT to add new programs to our computer systems easily.
To answer your question - unfortunately with the tools you have, you cannot do a good job changing the size of your document. The right way to do this is by using an imposition tool that can place the PDF content as it is, without any of the drawbacks of refrying, on a new Page and shrink it down to the new page size. Unfortunately Acrobat does not provide this feature, so you would need a third party plug-in (e.g. Quite Imposing ( ), or the Debenu PDF Aerialist ( -pdf-aerialist/)
