HEAVEN.

while heaven is led by both god & metatron (the voice of god), there are other important members too. the archangels of heaven are a key part of this, often making moves to enact 'gods will'; things like helping start the apocalypse and then later, standing against hell and attempting to bring about the second coming. however, it is important to note that in recent months, the plan to bring about the second coming has been paused as heaven realigned its priorities. due to the ongoing war with lucifer and hell, and the areas of alignments across existence becoming a little more grey and foggy, heaven have refocused in their goals. 

now, their main goal is simply: kill lucifer in order to bring about peace and harmony on earth. this is the more outward goal, the 'company line' of heaven as it were. but internally, their deeper and more specific goal is to wipe out all resistence of heaven across the world. anyone aligned to hell, anyone seen to be working with them are targetted. for this reason, they have aligned forces with the nightshade council, a group of atropa that aim to 'bring balance' to the universe by snuffing out the dark powers at play in the universe. 

additionally, heaven plan to take back more of a tight control of the clave and its shadowhunters. shadowhunters are beings of human and angel blood, given their powers in order to protect the human/mundane world. they are to upkeep the balance, but heaven believe they have lost their way. within the clave, they claim to be aligned with all, to be working alongside the downworld to achieve peace. but heaven see it as a betrayal of the angelic blood and powers they have been given. 

among important archangels, was the angel aziraphale. now, he is in rebellion of heaven due to the fact that some of his recent actions caused a large amount of angels to be cast out of heaven and lose their heavenly powers. however, heaven are using this to their advantage. where it was meant to hurt them, in a way, it has strengthened them as heaven have used it as propaganda against other groups and factions while also promising that if the fallen angels and those still within heaven remain loyal and obey orders, they will be granted more power. it should be noted that aziraphale uncovered information that those like metatron within heaven had been altering memories of angels, even outright stealing them and erasing them for a long time and this serves as some of the motivations for aziraphale's rebellion.
