Private + Individual Ownership Models - Room 401.D (4th floor)
This topic addresses programs and issues effecting LGBTQ+ DC residents’ ability to own a home. This will include discussion of Accessory Dwelling Units (ADUs), Inclusionary Zoning (IZ), the Home Purchase Assistance Program (HPAP), Department of Housing and Urban Development (HUD) appraisal processes, and more.
Collective ownership + Permanent Affordability Tactics - Room 401.A (4th floor)
This topic addresses campaigns and strategies LGBTQ+ DC residents’ are employing towards collective housing. This will include discussion of Social Housing, TOPA/Limited Equity Cooperatives, Land Trusts, and plans for public land in DC (i.e., developing the RFK Stadium).
RENT - Auditorium (5th floor)
This topic addresses the campaigns and programs affecting LGBTQ+ DC residents’ rental prospects. This will include discussion of Emergency Rental Assistance Program (ERAP), Temporary Assistance for Needy Families (TANF), Housing Choice Vouchers (Section 8), Housing Choice Voucher Program (HCVP), and efforts to expand rent control.
Unhousedness - Room 401.E (4th floor)
This topic addresses the struggles of and programs affecting LGBTQ+ DC residents’ who are unhoused. This will include discussion of Coordinated Assessment and Housing Placement (CAHP), Rapid Rehousing, Targeted Affordable Housing, and Permanent Supportive Housing, DC Shelters, transitional housing programs, and organizing led by unhoused LGBTQ+ DC residents.
Displacement, Policing, & Gentrification - Room 401.G (4th floor)
This topic addresses the displacement of LGBTQ+ DC residents, specifically through displacement-directed policing and gentrification. This will include discussion of policing, reentry, migration, gentrification, and short-term rentals.
Support Needs - Room 401.F (4th floor)
This topic addresses the unique support needs of LGBTQ+ DC residents in attaining and maintaining housing. This will include discussion of how we can adjust the services included in the Permanent Supportive Housing program for LGBTQ+ DC residents, what dignified housing looks live for of LGBTQ+ DC residents, support for mental health needs, and support for the needs of LGBTQ+ DC residents who use substances.

This space will be an opportunity for attendees who have or are curious about building approaches to addressing the needs of unhoused and low-income residents outside of government programs.
Addressing the Housing Crisis
The lack of safe and affordable housing is the shared crisis faced by every branch of DC's LGBTQ+ community. Summit participants will explore new avenues to addressing the crisis by:
● Understanding how we strengthen LGBTQ+ participation in existing housing programs
● Identifying LGBTQ-specific barriers to full participation in current programs
● Leveraging national perspectives and federal resources to transform DC into a national leader in LGBTQ-specific housing policy
Why DC Matters
DC is home to the nation's largest share of LGBTQ+ households and its most vulnerable members: unsupported LGBTQ+ youth, people living with AIDS, older adults, people in public housing, returning citizens, and those experiencing homelessness.
The LGBTQ+ Housing Summit will address the needs of every cross-section of our community to demand action by the DC government.
About the Organizers
The DC LGBTQ+ Budget Coalition consists of representatives from local LGBTQ+ and ally organizations. We are a mission-driven group working to advocate for dedicated funding to support LGBTQ+ residents with a focus on trans people of color and low-income residents.
There are 345 elected Advisory Neighborhood Commissioners serving on 46 commissions across all 8 wards. Many commissioners openly identify as LGBTQ+ people and LGBTQ-specific issues go beyond the boundaries of any one ANC. The ANC Rainbow Caucus serves as a forum to discuss their needs, take action, and further equality and justice for all residents.
