Dasig Titay Privacy Policy
Effective Date: September 22, 2026
The Local Government Unit of Titay ("we," "our," or "us") operates the Dasig Titay community hub application. We are committed to protecting the privacy and security of your personal information. This Privacy Policy explains how we collect, use, and safeguard your data when you use our services.
Information We Collect
We only collect information necessary to provide the features of the Dasig Titay app (such as emergency hotlines, local news, community alerts, and SafeSpace). This includes:
Provided Information: Details you voluntarily input, such as your name, address, or location when requesting assistance or participating in community features. Information you enter in Akong Profile stays on your phone (see section 1a). Reports you choose to send through SafeSpace are stored as described in section 1c.
Usage & Device Data: Technical information about your device (e.g., app version, device model, operating system, and access timestamps) to improve functionality and ensure system stability.
Device Permissions & Sensitive Data:
Location Data: We access precise location data only when you request emergency assistance — when you press and hold the SOS sa Pamilya button, or press and hold the logo of an emergency hotline or of your school's guidance office — and for localized community features. Location is used only while the app is open; the app never accesses location in the background. Location data is never used for tracking or advertising, and it is never sent to us or to any server. SafeSpace reports never include your location.
Camera and Photos: Only if you choose to set a profile picture. The picture is taken with your phone's own camera app or chosen from your gallery, and it is stored on your phone only. The app does not upload it, does not include it in any message or report, and does not read the rest of your gallery.
Push Notifications: Used exclusively to deliver urgent municipal alerts, official weather and earthquake bulletins, and emergency updates.
1a. Akong Profile, SOS sa Pamilya, and Hotline text
Akong Profile is the one setup used by both SOS sa Pamilya and the hotline help text.
Setup: You may enter your full name, barangay, purok/street/landmark, an optional profile picture, up to three family phone numbers, and your school. All of this is saved only on your phone. It is not sent to the LGU of Titay or to any server, and there is no account, login, or password.
When SOS sa Pamilya is used: When you press and hold the SOS button for 3 seconds, the app reads the phone's current location and opens your phone's own SMS app with a message addressed to your saved family numbers. The message contains your name, your address, the location as a map link, and the time.
When the hotline text is used: When you press and hold the logo of an emergency hotline (or of your school's guidance office in SafeSpace) for 3 seconds, the app does the same, addressed to that office's mobile numbers. Numbers that cannot receive text messages, such as 911 and landlines, are skipped automatically.
Your profile picture is never included in any message.
You stay in control: The message is sent only when you tap Send in the SMS app. Standard SMS charges from your mobile network may apply.
Deleting this data: You can change or remove your name, address, picture, numbers, and school at any time in the Akong Profile screen, or remove everything by clearing the app's data or uninstalling the app.
SOS sa Pamilya and the hotline text do not read your contacts, do not send text messages by themselves, and do not replace emergency hotlines such as 911.
1b. Official weather and earthquake alerts
The app shows hazard bulletins that concern Titay and Zamboanga Sibugay, and sends a notification for the ones that matter.
Sources: PAGASA-DOST (flood advisories and tropical cyclone bulletins, from their public CAP feed, licensed CC BY 4.0), PHIVOLCS-DOST (earthquake information), and USGS as a backup for earthquakes. Every alert names its source.
One-way only: These bulletins are delivered to every phone running the app. No information about you, your location, or your device is sent to these agencies or to us in order to receive them.
Dasig Titay is not an official channel of PAGASA or PHIVOLCS; it relays their public bulletins. In an emergency, always follow MDRRMO Titay and the official agency bulletins.
1c. SafeSpace reports
SafeSpace helps students with bullying. Every student can reach their school's guidance office and read the cyberbullying guide. At schools that have signed an agreement with the LGU of Titay, a student can also send a report to the school's guidance office.
What is stored: the report text, the category (bullying, cyberbullying, or another concern), the optional "when" and "where" the student types, an optional mobile number if the student chooses to give one, the school, the app version, and the messages exchanged in that case.
What is never attached: the student's name, address, profile picture, location, or Akong Profile. The student is reminded not to write their name unless they want to.
Account: the first time a report is sent, the app signs in anonymously (Firebase Authentication). This random account ID lets the phone follow its own cases and limits reports to three per day. It is not linked to the student's name or phone number.
Who can read a report: only the guidance counselor accounts of that one school, created by the Municipal Social Welfare and Development Office (MSWDO) of Titay. Other schools, other students, and the LGU administrator cannot read it. Reports are never published.
Case code: each report has an 8-character case code. Anyone who has the code can open that case, so students are told to keep it private.
Not an emergency service: reports are answered by the guidance office during school days and are not monitored 24/7. In danger, call 911 or the PNP; both buttons are on every SafeSpace screen.
Where it is kept: Google Firebase (Cloud Firestore, Singapore region), encrypted in transit and at rest.
How long: one year from the date of the report, after which it is deleted.
Deletion: a student or parent may ask for a report to be deleted earlier by giving the case code to the MSWDO of Titay, the school's guidance office, or the contact email below.
Minors: SafeSpace is intended for students, many of whom are minors. We collect no more than the report itself, and the student decides whether to give a phone number. Reports are handled under the Data Privacy Act of 2012 (RA 10173), DepEd Order No. 40, s. 2012, and RA 10627 (Anti-Bullying Act of 2013).
How We Use Your Data
We use the collected information solely to:
Provide, maintain, and improve the Dasig Titay services.
Facilitate municipal emergency response and community safety efforts.
Let a school's guidance office receive, answer, and act on a student's SafeSpace report.
Communicate important public safety announcements and municipal news.
Prevent fraudulent activity and enforce our community conduct policies.
Note: We do not sell, rent, or trade your personal information to any third parties or advertisers.
Data Security, Retention & Deletion
Security: We implement industry-standard encryption (HTTPS) in transit and secure storage to protect your information against unauthorized access, alteration, or disclosure. SafeSpace reports are protected by access rules that allow only the counselors of the school concerned to read them, and reports and their messages cannot be edited or deleted from any app.
Retention: Personal data is retained only as long as necessary to fulfill the operational purpose for which it was collected or to comply with local legal obligations. SafeSpace reports are kept for one year.
Data kept only on your phone: Your Akong Profile — name, address, profile picture, family numbers, and school — is stored on your device only. We cannot see it, and we cannot delete it for you; you remove it yourself in the app, or by clearing the app's data or uninstalling the app. The list of SafeSpace case codes on your phone is also kept only on your device.
User Account & Data Deletion: You have the right to request the deletion of any personal information held by us at any time. To submit a data deletion request, please email us at shadowtech1970@gmail.com with your request details; for a SafeSpace report, include its case code.
User Rights & Responsibilities
Transparency & Access: You have the right to know what data is collected and request a copy of the data we hold about you.
Respectful Conduct: By using this app, you agree to comply with our Content Policies to ensure community spaces remain safe and productive. SafeSpace is for genuine reports; misuse may be referred to the school.
Reporting: If you suspect a data security issue or policy violation, please notify our support team immediately.
Third-Party Links & Services
The app may contain links to external emergency services or public resources, including the PAGASA and PHIVOLCS websites. SafeSpace reports are stored with Google Firebase, which processes them on our behalf. We are not responsible for the privacy practices or content of external sites and encourage you to review their respective policies.
Changes to This Policy
We may update this Privacy Policy from time to time. We will notify users of significant changes by updating the "Effective Date" at the top of this policy and publishing a notice within the app.
