D'Andrea Ranch Information

D'Andrea Ranch is a mixed  use master planned community in Washoe County in east Sparks, Nevada that started in 2000.  The D'Andrea Ranch is located 2 miles north of I-80 on Vista Boulevard.    There are two HOA's within D'Andrea that use a common management company.  There is an active adult, 480 unit, 55+ gated community called Villa Toscana, an apartment community called The Villas at D'Andrea, and there are various subcommunities with different housing styles within D'Andrea.  There are 2008 living units in the community.  Additional townhomes are planned north of the golf maintenance facility.  The community includes the D'Andrea Marketplace commercial shopping center that is owned and managed by Kimco Realty.  An additional office and shopping center has Walgreen's as an anchor. The  D'Andrea Ranch and Country Club  frames various neighborhoods and is set to reopen as a 9 hole golf course in 2023.   The Tuscan Falls wedding venue is within the golf course with fabulous views of Sparks, Reno and the Sierra's.  An important element is a tree-lined landscaped parkway and bike trail that runs loops though the community.

D'Andrea Land Use and Context

Within D'Andrea Ranch are various communities built by various builders with different densities and housing types.  Total area is 861 acres.  There are 203 acres of common area HOA land and a 7 acre public park.  441 acres are residential use and 22 are commercial land use.  The D'Andrea Ranch Golf  & Country Club includes another additional 188 acres.  Approximately 24 acres of that is being developed for higher density units.  The D’Andrea community is bisected by a major NV Energy power line.  There is considerable elevation gain on the north and east sides.  Elevation is 4,402 to 5,145 feet above sea level.   Land development and management is guided by the D'Andrea Development Handbook that is currently being revised.

D'Andrea Ranch was a cattle and dairy farm and abuts BLM lands to the east.   See History below.   Vista Boulevard, (a 4-lane arterial street) is the western border.  Along Vista Boulevard are two local shopping centers and Mendive Middle School.  Undeveloped private lands area to the north.  Farther north of D’Andrea is a mix of residential development.

South of D’Andrea are private lands, private homes and the Northern Nevada Medical Center. The private land is the planned Copper Canyon  development.  

D’Andrea Community Association HOA.

The D’Andrea Community Association (DCA) serves an area of 1200 homes in the lower areas, also located on the sides of the former golf course land. The DCA also includes an apartment complex, D’Andrea Villas, consisting of 256 residential units located just off of North D’Andrea Parkway.  based on 2.5 occupants per dwelling unit, the number of residents in this area is 3640 persons.  

The DCA also has two sub-associations.  The Siena Association is located to the west of San Marino Drive, the connecting street between the traffic circles of North D’Andrea Parkway and the Geno Martini Parkway.  To the south of the Martini Parkway is the gated 55+ community of Toscana with 480 single family homes and a large clubhouse facility.   

D’Andrea Phase III HOA

D’Andrea Phase III (DP-III) is a community at the north and east of the former D’Andrea Golf course.  D'Andrea Ranch Ph III has 551 single family homes with about 1375 residents.   Much of the area surrounding DP-III is common area HOA land, golf course, or BLM land to the east.   Six private parks are included in Phase-III.  THERE IS NO DIRECT VEHICULAR ACCESS TO BLM LAND FROM D'ANDREA RANCH.   MOTORIZED VEHICLES ARE PROHIBITED ON D'ANDREA RANCH HOA LAND.  See Final Southern Washoe County Urban Interface Plan Amendment, Pg 6 .  Only roads that existed in 2000 on BLM land may be used for vehicle use.   None connect to D'Andrea Ranch.  BLM land is "Closed" to motorized vehicle use except where  permitted on roads in existence in 2000.

At the higher north and east side are homes that back up to community open space, a 9 hole golf course golf course or portions of the old course.  The D’Andrea Golf and Country Club had an 18-hole course.  9 hole have reopened along with the driving range.  The higher lands of the community are Phase III and all are built by Lennar Homes and typically have concrete tile roofs, fully fire sprinklered interiors, and stucco finish.

Marvin Moss School

This elementary school is located at the corner of Geno Martini Parkway and Primio Way.   

South of the Moss School and east of Primio Way.

There are homes on the east side of Primio Way, and an additional approximately 60 homes on the streets above and to the east of Primio. 

The Country Ridge area is south of Villa Toscana.

Climate:

Sparks is adjacent to Reno, NV and has an arid Great Basin climate.  According to the 17 years worth of records at the Desert Research Institute in Reno, the Sparks annual precipitation is 7.9” per year, peaking in the winter season.

Natural Surroundings

The hills around D'Andrea Ranch are 10 to 20 millions years old and volcanic in origin with volcanic tuff under a thin layer of broken lava that is filled around by a loose silt.   The land supports typical Great Basin vegetation such as Sage, rabbit-brush, 4-wing Saltbush, and other small woody shrubs along with native wheatgrasses.  Typical Great Basin wildlife is also present.

Demographics

The D'Andrea Development Handbook assumed 2.5 persons per dwelling unit.  With 2007 dwelling units, the population is assumed be about 5017. 

Access (ingress and egress, security gates, etc.)

D’Andrea has a well landscaped loop road going through it and connecting to Vista Boulevard at two signalized locations.  On the south side of D'Andrea Ranch the road is called Geno Martini Parkway.  The northside portion is No. D'Andrea Ranch Parkway.  These two roads also connect on the west side using San Marino Drive.  Culpepper Drive is a northern connection to outside the community.  A southerly connection is at Primio Drive by Moss Elementary School.  Future Copper Mountain development to the south may provide for an opportunity for an additional emergency fire exit at the top end of Vecchio Drive.  The Villa Toscana (a 55+ community) is gated community.  Roadways are public and speed limit is 25 mph. 

History

The Henry Orr ditch was built in 1870 from below Mayberry's Crossing of the Truckee River and was extended in 1873.   A group of North Truckee farmers, under the direction of Charles Gulling, paid Henry Orr, who developed the Orr ditch, $500 in gold for his water rights and brought the Orr Ditch northward toward Spanish Springs Valley.  The water was sold to new ranches on 5,000 acres at $4/acre north and east of Reno. This would be the origin of Kiley & D'Andrea ranches and other ranches in the area.  In 1893 the Spanish Spring Valley Ditch Co. formed to control the lower end of the Orr ditch.  D'Andrea Ranch appears to be one of the last users on the Orr ditch system. 

The owner from 1872 to after 1892 is unknown.

Ollie M. Walters (1864-1900) lived in Yerington, Nevada.  She and her husband, James owned the D'Andrea Ranch at some point after 1892.  A UNR archive collection contains Ollie M. Walters' diary and recounts everyday activities of Ollie, her husband Jim and family.   Jim and the family went to Alaska during the Klondike gold rush in 1896 to 1899, leaving Ollie behind to manage the farm with few financial resources.

At some point around the late 1910's, a Frank P. Martin sold the ranch to Bartolomeo Pacini.  B Pacini married Gemma in 1906.  Both B. & G. Pacini were born in Toscana, Italy in 1877 and 1885 respectively.   The family's youngest daughter was born in Dayton in Lyon Co. NV. in 1910 and a son born in 1914.  On a 1921 county map,  B. Pacini was listed as the landowner for D’Andrea Ranch.  This is assumed to be Bartolomeo Pacini based on other documents.  B. Pacini was part of a large water rights decision for the Truckee River as a user of the Orr Ditch Extension.  B Pacini's water use date of priority is April 1, 1872.  There was an initial restraining order for the Orr Ditch water rights in February 13, 1926, an order decreed on July 1, 1935, and a final agreement on September 8, 1944.  The Orr Ditch Extension feeds the former farm pond and current golf course pond.  In 1922, B. Pacini is one of 15 members in Nevada of the Holstein-Friesian Cattle Assoc. Herd-Book.  The youngest child of Gemma and Bartolomeo Pacini is a son (Gino) born in 1928 in Reno.  The family moved to Oakland, CA in 1936. It is assumed this is when the ranch was sold to the D'Andrea family. B. Pacini passed in 1945 and Gemma passed in 1975.  

Venanzio D'Andrea (1889 to 1956 and Caterina D'Andrea (1887-1970) were likely the owners after the Pacini's.  They had 4 children.  Johnny & Dolores D'Andrea lived on the ranch from 1950 to 1958.  

Any excess water flow from the Orr Ditch eventually comes back into the Truckee River via the North Truckee Drain.
