Frances DeVaughn is a Coordinator of Student Services at the York County School Division. She has over 16 years of educational experience. Prior to her employment at York County School Division, she was a special education lead teacher in Newport News Public Schools. Mrs. DeVaughn has taught a range of grade levels from Early Childhood Special Education to Secondary Special Education. Prior to her arrival in Newport News, Mrs. DeVaughn resided in her native Philadelphia, Pennsylvania where she began her first career in Vocational Rehabilitation/Counseling. Mrs. DeVaughn has always valued education and has obtained Bachelor of Science degree in Rehabilitation Education from Penn State University and Master of Science degree in Special Education and an Educational Specialist degree in Educational Leadership and Supervision from Old Dominion University. Mrs. DeVaughn has a simple life goal of helping others and bringing joy into people’s lives. However, the source of her greatest joy is her husband of 27 years and her two sons and two daughters (one newly joined to the family by marriage).
