The fact that you sent an e-mail rescinding your previous request for charitable donations from lobbyists and employees of the General Assembly after being informed that rules of the Senate prohibit Senators from making such requests does not affect the right of any person to file a complaint with the IEC regarding your initial e-mail soliciting donations. Frivolous or not, a complaint may always be filed with the IEC. However, the IEC must dismiss any frivolous complaint. See, IEC Rule 7.G.
