The prohibition against bribery applies to any attempt to influence the public servant's "vote, opinion, judgment, exercise of discretion or other action as a public servant." Although a memorial to Congress is not a bill and it will never have the force and effect of law, introducing the memorial is an action that the legislator takes in his or her role as a public servant. Therefore the prohibition against bribery applies to offers of a pecuniary benefit in exchange for introducing a memorial.
