An individual acting as a professional lobbyist must register with the Secretary of State's office pursuant to section 24-6-301, C.R.S. In construing section 4 of Amendment 41, the Independent Ethics Commission (IEC) has opined that if a former member of the General Assembly would be required to register as a lobbyist under the rules of the Secretary of State and other relevant laws and statutes in the former legislator's new position, then the former legislator may not accept that employment during the two years following the former legislator's departure from office.
