Concordian Basic Law Being Written

Today, CMBC gained access to an image of a document purportedly from the office of the Environment Ministry. This image, slightly blurry, shows the phrase 'Basic Law of the Concordian Republic'. The Basic Law, Concordian answer to a Constitution, has been a rumour in political circles for months now. Here's our best guess of what's going to be in there.

You can see just one other word in the image, 'Prelude'. This is rather self-explanatory. Beyond this, we expect the document to contain information on how the government will run and be elected, the judiciary, the executive, rights of Concordian citizens, establish a method of passing legislation and establish roles within the above categories.
