William O'Hare was born to poor parents. Growing up in poverty, William O'Hare got his start in the lower ranks of the criminal underworld. He quickly rose up until he became the head of his own criminal operation by the time he would a young adult. Using his influence and power, he opened Happyland, a successful amusement park. At some point in past, he found himself being pickpocketed by a young fox kit named Jinx. While he caught her, he was impressed by her enough to take her under his wing.
