CoolCo provides district energy services to the Central Business District in Cincinnati. It began operating in 1997 and serves 14 customers today, with plans under development for growth and decarbonization. The customer base includes commercial office buildings, retail and hotel facilities, government buildings, and institutional facilities. Customers can use chilled water for cooling interior spaces, restaurant refrigeration, industrial processes, as well as providing primary data center cooling.
Services and Products for 2030 Members:
District energy services allow for lower construction costs while increasing system reliability (99.999%). It can also help older buildings remain competitive by avoiding the expense of replacing aging cooling equipment, many of which utilize chlorofluorocarbons (CFCs), a substance banned from further production by the Clean Air Act.

Partner Services Description:
Ohio Department of Development (Ohio DoD): This program is designed to provide grants for the environmental assessment and remediation of brownfield sites across Ohio to clean up the sites and prepare them for future economic development. Nearly $290 million is still available out of the initial $350 million. The majority of the funds, approximately $262 million, will be available on first-come, first-served basis statewide as provided for in statute. Projects in Hamilton County are not eligible for the second round of funding, which is currently open; however, projects in the county are eligible for the third round of funding that opens on July 1, 2022 and runs through September 30, 2022.
Services and Products for 2030 Members:
Eligible applicants include counties, municipal corporations, land banks, and other units of local government. Non-governmental entities are permitted to apply but must an agreement to partner with an eligible local government entity.
A 25% local match is required for applications. That can be from government or private sector resources.
Assessment applications can receive up to $300,000. Eligible costs include Phase I or Phase II Assessments and Asbestos Surveys.
Remediation applications can receive up to $10,000,000. Eligible costs include removal and remediation of hazardous substances, acquisition (up to 10% of the grant), demolition, certain infrastructure costs, employment of a certified professional, and administrative expenses, including completion of No Further Action letters.
Applicants must demonstrate all legal access to the site.
