Chelsea is a neighborhood on the West Side of the borough of Manhattan in New York City. The area's boundaries are roughly 14th Street to the south, the Hudson River and West Street to the west, and Sixth Avenue to the east, with its northern boundary variously described as near the upper 20s[4][5]or 34th Street, the next major crosstown street to the north.[6][7] To the northwest of Chelsea is the neighborhood of Hell's Kitchen, as well as Hudson Yards; to the northeast are the Garment District and the remainder of Midtown South; to the east are NoMad and the Flatiron District; to the southwest is the Meatpacking District; and to the south and southeast are the West Village and the remainder of Greenwich Village.[8][b] Chelsea is named after the Royal Hospital Chelsea in London, England.

The new neighborhood thrived for three decades, with many single family homes and rowhouses, in the process expanding past the original boundaries of Clarke's estate, but an industrial zone also began to develop along the Hudson.[5] In 1847 the Hudson River Railroad laid its freight tracks up a right-of-way between Tenth and Eleventh Avenues, separating Chelsea from the Hudson River waterfront. By the time of the Civil War, the area west of Ninth Avenue and below 20th Street was the location of numerous distilleries making turpentine and camphene, a lamp fuel. In addition, the huge Manhattan Gas Works complex, which converted bituminous coal into gas, was located at Ninth Avenue and 18th Street.[14]

A theater district had formed in the area by 1869,[5] and soon West 23rd Street was the center of American theater, led by Pike's Opera House (1868, demolished 1960), on the northwest corner of Eighth Avenue. Chelsea was a busy entertainment district between about 1875 and 1900. Sixth Avenue contained the Ladies' Mile shopping district; music publishers opened offices in Tin Pan Alley along 28th Street; and the Tenderloin red-light district occupied the northern section of Chelsea.[17]

West Chelsea refers to the western portion of Chelsea, previously known as Gasoline Alley,[40] much of which was previously a manufacturing area and has since been rezoned to allow for high-rise residential uses. It is often considered the area of Chelsea between the Hudson River to the west and Tenth Avenue to the east, a portion of which was designated a historic district in 2008.[41] A 2008 article in The New York Times showed the eastern boundary of West Chelsea as Eighth Avenue for the area between 14th and 23rd streets, Ninth Avenue between 23rd and 25th, and Tenth Avenue between 25th and 29th.[42][43]

Handily merging the food of Sweden, Ethiopia, and New York, the celebrity chef presents an array of unlikely dishes, including Addis York, his version of the Ethiopian stew doro wat, featuring glazed chicken drumsticks triumphantly pointing skyward. The bread basket alone, containing fried injera, is worth visiting the restaurant for, and the best dish on the menu is the cavatelli with seafood in a creamy uni sauce.

Occupying an elegant townhouse in western Chelsea, Qanoon slings distinguished Palestinian food. Many of the short dishes called mezze have rarely been produced so well in this area, including muhammara, hummus, baba ghanoush, and labneh configured as orbs for dipping. Main dishes are complete dinners, best of which is makloubeh, a lamb and eggplant casserole.

For any building or portion of a building developed or enlarged after June 23, 2005, each ground floor street wall shall be glazed with materials which may include show windows, glazed transoms or glazed portions of doors. Such glazed area shall occupy at least 70 percent of such ground floor street wall surface. The lowest point at any point of transparency that is provided to satisfy the requirements of this Section shall be not higher than two feet above the level of the adjoining sidewalk or public access area and shall be no less than eight feet in height measured from such lowest point. Not less than 50 percent of such ground floor street wall surface shall be glazed with transparent materials, and up to 20 percent of such ground floor street wall may be glazed with translucent materials.

The High Line Transfer Corridor, established within the Special West Chelsea District, is intended to enable the transfer of development rights from properties over which and immediately to the west of where the High Line passes and thereby permit light and air to penetrate to the High Line and preserve and create view corridors from the High Line bed.

The yard regulations of the underlying district shall apply, except as modified in this Section. In all districts, no rear yard regulations shall apply to any zoning lot that includes a through lot portion that is contiguous on one side to two corner lot portions and such zoning lot occupies the entire block frontage of the street. Where a rear yard equivalent is required by either Section 23-532 (Required rear yard equivalents) or Section 43-28 (Special Provisions for Through Lots), it shall be provided only as set forth in paragraph (a) of either Section, as applicable. However, in M1-5 Districts, a building existing prior to January 22, 2015, may be enlarged pursuant to Section 43-28, paragraph (b), provided that such building is on a zoning lot located entirely within 150 feet of the west side of the High Line. Where a rear yard equivalent is required by Section 23-533 (Required rear yard equivalents for Quality Housing buildings), the alternatives for through lots with a depth of 180 feet or less shall not apply.

For zoning lots located entirely within 75 feet of the west side of the High Line, the City Planning Commission may authorize the modification of height and setback regulations set forth in Sections 98-40 and 98-50, inclusive, the transparency requirements set forth in Sections 98-141 and 98-54, and the underlying rear yard and minimum distance between legally required windows and walls or lot lines regulations. The Commission shall find that such modification will result in a better distribution of bulk on the zoning lot and will not adversely affect access to light and air for surrounding public areas.

In C6-2A, C6-3A and M1-5 Districts and in Subareas A, B and E, no portion of the western High Line frontage of a building, including parapets, shall exceed a height of 3 feet, 6 inches above the level of the High Line bed.

For any zoning lot, or portion thereof, with more than 60 feet of width measured perpendicular to the west side of the High Line, the following rules shall apply to any building containing residences: 2351a5e196
