Not officially votes but the Council would be used as a place where Maecova and Azton argued about things. Like Azton accidentally brought a bunch of illegar raiders to Maecova which caused all their minecolonies citizens to die. Maecova then was mad Azton had starving minecolonies citizens and didn't have proper road infrastructure.
✅Make Kitchen (Azton) General Secretary for one week, the General Secretary had the power to hold council referendums (which was originally just a power for any recognized nation)
✅Voted to let DarkAlliance join the Council
