BusyEve was made regent of the Azracovan Reservation until Royal came back
Later BusyEve was granted his own state to be regent of and Azracova Reservation was reserved for Royal
Later the Prospectors became custodians over the Azracovans.

A former FSS/Azracovan member was originally supposed to lead the Azracova Reservation FSS lands.
Dark was granted the authority by the UN to decide who (if anyone) is currently worthy to lead.
None of these members showed up in the territory to claim ownership. Dark decided they were all unworthy.
