Staff Recommendations:
The violation for the installation of the gate and fence at the front of the building was first cited in January 2016 and a permit was applied for to correct those violations in April 2017. However, that permit expired due to inactivity. The fence and gate do not meet the HDLC Guidelines, as the guidelines specifically state, "The HDLC does not permit fencing located on porches, stoops or stairs". Further, the fencing is acontextual to the building and antithetical to the original design. This building was originally a bank that would have been open to the public and installing fencing between the columns creates an unwelcoming condition. Because of these reasons, Staff recommends denial of the application.
