\n\tCape Blanco may have been the "white cape" sighted and named by Spanish navigator Martin de Aguilar in 1603. By the early 19th century, the name Cape Blanco was commonly shown on maps. In 1867, the US government purchased the headland from John and Mary West for the site of the navigational beacon. Built in 1870, the 59-foot tower is the oldest lighthouse remaining in Oregon. Built atop the headland 245 feet above the sea, the light is visible to ships 22 miles away.

\n\tThe park land was purchased from the Joseph N. Hughes Estate in 1971. The park land historically was settled by Patrick Hughes, a native of Ireland, who came to the place in 1860 and developed an extensive dairy farm, which spread into bottom land along the Sixes River on the north side of the cape. The spacious house that Hughes built for his large family overlooking the Sixes estuary in 1898 is all that remains of the ranch complex.

\n\tThe lighthouse was built in 1889 and commissioned on January 1, 1890. The tower stands 38 feet high and is the shortest lighthouse in Oregon. It is constructed of bricks covered with iron plates. The original addition that now houses the interpretive shop was a work room built in 1895. The current interpretive shop replaced the original work room in 1978.

\n\tThe lens is a first order Fresnel lens made in Paris, France. It was shipped around Cape Horn, up the west coast to Cape Meares and then hauled 217 feet up the cliff by a wooden crane that was built from local timbers native to the area. It is an eight-sided lens with four primary lenses and four bull's-eye lenses with red panels covering the bull's-eye lenses. It produced about 30 seconds of fixed white light from the primary lens followed by a red flash of five seconds from the bull's-eye lens once every minute. This was the signature of Cape Meares Lighthouse. The primary lens produced 18,000 candlepower and the bull's-eye lens produced 160,000 candlepower. The light could be seen for 21 nautical miles at sea.

The serial World Heritage property and its component parts, all legally designated protected areas, are protected under the National Environmental Management: Protected Areas Act (57 of 2003). The property is surrounded by extensive buffer zones (made up of privately owned, declared Mountain Catchment Areas and other protected areas) and supported by various buffering mechanisms in the region. Together, these provide good connectivity and landscape integration for most of the protected area clusters, especially in the mountain areas. The protected areas that make up the property are managed by three authorities: South African National Parks (SANParks), Western Cape Nature Conservation Board (CapeNature) and Eastern Cape Parks and Tourism Agency. These authorities, together with the national Department of Environmental Affairs, make up the Joint Management Committee of the property. All of the sites are managed in accordance with agreed management plans, however, there is a recognised need for a property-wide management strategy in the form of an Environmental Management Framework.
